Inquiry routing channels
Constituent inquiries route through three primary channels per the Caseworker Handbook and SECNAVINST 5730.5:
- SECNAV Office of Legislative Affairs (OLA). The DON congressional liaison office. SECNAV OLA routes inquiries to the appropriate DON Component.
- HQMC Office of Legislative Affairs (OLA). The Marine Corps congressional liaison office. HQMC OLA routes inquiries to the appropriate Marine Corps program manager.
- Direct congressional contact. A Member of Congress contacts a unit commander or a Marine Corps program manager directly. The receiving unit notifies HQMC OLA per MCO 5740.4.
Processing workflow
- Receive the inquiry. Pull the constituent letter and the congressional cover letter. Capture the originator, the subject, the named Marine (if applicable), and the suspense date.
- Verify the Privacy Act release. For inquiries about an identifiable Marine, verify the Privacy Act release authorization signed by the Marine per 5 USC 552a. Without a release, the response is limited to non-Privacy-Act-protected information.
- Log the inquiry. Enter in the unit congressional register with date received, originator, subject, action officer, and suspense date.
- Identify the suspense. Apply the SECNAVINST 5730.5SECNAVINST 5730.5 suspense (typically 5 working days for interim, 30 days for substantive) or the suspense set by the originating office.
- Route to the action officer. Coordinate with the operations officer, legal staff, the manpower officer, or other staff section holding the action knowledge.
- Coordinate the response. Pull supporting documentation, the Marine's record (with Privacy Act release), and the relevant policy citations. The S-1 chief assembles the response file.
- Identify the responsible Marine Corps program. The Caseworker Handbook covers the standard program areas (recruiting, reserve, assignments, special pays, promotions, casualty affairs, etc.). Identify the program holder for response authority.

- Submit the response. Route through the same channel the inquiry arrived. Capture confirmation of receipt.
- File the certified case packet. Place the inquiry, the response, the supporting documentation, the chop sheet, and the Privacy Act release in the unit congressional file.
