Role and responsibility
The commanding officer imposes NJP per Article 15 UCMJ and signs Items 3, 8, 9, and 11 of NAVMC 10132 (REV 08-2023) per MCO 5800.16MCO 5800.16 Volume 14 paragraph 011105. The accused signs Item 2 acknowledging Article 31 UCMJ rights. The S-1 chief tracks the UPB file against the calendar year cycle. The S-1 officer signs by direction on the routing of the UPB copy to IPAC. The legal clerk processes the UPB, verifies block completion, and maintains the file alphabetically for 3 years per paragraph 011110. The unit legal advisor reviews the NJP for legal sufficiency before imposition per Volume 12. The VWAC notifies the victim per Volume 16 Chapter 4 paragraph 040401.Y. The unit diary section records the NJP per paragraph 011109.

Processing workflow
- Receive the NJP notification. The chain of command prefers NJP. The accused elects acceptance or demands trial by court-martial.
- Open the UPB entry. Per Volume 14 paragraph 011101, use NAVMC 10132 (REV 08-2023). A separate binder or digital file folder runs for each calendar year per paragraph 011110.
- Complete Item 1 (Offenses). Record the UCMJ article(s) violated and a summary of each offense alleged including date, time, and place.
- Advise the accused of Article 31 UCMJ rights at Item 2. Per paragraph 011105 Item 2, the accused indicates intentions by drop-down or manual entry, dates, and signs. If the accused refuses to sign, the "refused to sign" box checks and the CO signs in this block instead.
- Complete Item 3 (CO Acknowledgment). The immediate commanding officer dates and signs Item 3 prior to imposition of NJP.
- Complete Item 4 (Service Record). Record current and previous UAs in excess of 24 hours and current and previous desertions.
- Complete Items 5 through 7 (Findings and Punishment). Items 5-7 record the per-charge finding, the imposed punishment with date of imposition, and any suspension. Suspension uses "NONE" when none applies.
- Complete Items 8, 8A, 8B, 9, and 11 (Commander Identification and Signatures). Record complete name, rank/grade, title, and EDIPI of the officer imposing punishment. The officer signs Item 9 and Item 11.
- Complete Items 10, 12, and 13 (Notification and Acceptance). Date the notification. The accused selects a choice from the drop-down and signs. Date Item 13 or check "Not appealed".
- Complete Items 14 through 16 (Appeal). The officer acting on the appeal completes Item 14 or leaves blank if no appeal. Item 15 records the date of notification of appeal decision. Item 16 carries the initial of the officer responsible for required administrative action.
- Complete Items 17 through 22 (Identifying Data and Victim Demographics). Item 17 unit, Item 18 last name, first name, middle initial, Item 19 rank/grade, Item 20 EDIPI, Item 21 amplifying remarks, Item 22 victim demographic information (or "unknown" if declined or blank if no victim).
- Verify maximum punishment. Per Manual for Courts-Martial 2024 Part V paragraph 5 page V-4 to V-7 and JAGINST 5800.7GJAGINST 5800.7G Chapter 1 paragraph 0111, confirm the imposed punishment fits within the maximum.
- Process appeals within 5 days. Per Manual for Courts-Martial 2024 Part V paragraph 7d page V-8, appeals requesting stays of punishment involving restriction or extra duties act within 5 days. If not acted on within 5 days, the punishment stays.
- Run NJP on unit diary. Per Volume 14 paragraph 011109, every NJP runs on unit diary except non-punitive measures. The diary entries align with the UPB entries.
- Provide copy to IPAC for OMPF. Per Volume 14 paragraphs 011103 and 011109, the UPB copy forwards to IPAC for OMPF inclusion.
- Provide UPB copy to the Marine. Per paragraph 011109, the Marine receives a copy of the UPB once proceedings complete and the file closes.
- Notify victim. Per Volume 16 Chapter 4 paragraph 040401.Y, processes notify victims of: (a) any decision to dispose of an alleged offense at NJP, (b) time and location of NJP, and (c) findings and sentence imposed at NJP.
- Apply MARADMIN 427/23 for officer NJP. When an officer receives NJP, the UPB entry, the acknowledgment of opportunity to submit matters, and any response provide to the local personnel administration center for inclusion into the officer's OMPF.
- Retain alphabetically for 3 years. Per Volume 14 paragraph 011110.A and B and SECNAV M 5210.1, the UPB retains alphabetically for 3 full years.
- Handle non-punitive oral reprimand. Per MCO P1070.12KMCO P1070.12K paragraph 4007.2b(1), when the commander intends an oral reprimand to be non-punitive, the UPB retains or disposes per the order.
- Handle no-punishment hearing. Per Volume 14 paragraph 011110.C, when an NJP hearing results in no punishment imposed, the UPB retains or disposes per the rule.

Common pitfalls
- Outdated UPB version. Per Volume 14 paragraph 011101, the current NAVMC 10132 (REV 08-2023) is required. Older versions break the rule.
- Item 2 Article 31 acknowledgment missing or unsigned. Per paragraph 011105 Item 2, the accused signs or the "refused to sign" box checks with CO signature.
- Item 3 CO signature dated after Item 9 imposition. Per paragraph 011105 Item 3, the CO signs Item 3 prior to imposition.
- Item 22 victim demographic missing in cases with victims. Per paragraph 011105 Item 22, victim demographic information records or "unknown" entries record when victim declines.
- Pen change to the UPB. Per Volume 14, the digital file or new entry is required. Pen changes are not authorized.
- Maximum punishment exceeded. Per Manual for Courts-Martial 2024 Part V paragraph 5, the punishment fits within the maximum. Exceeded punishment voids on appeal.
- Appeal not acted on within 5 days. Per Manual for Courts-Martial 2024 Part V paragraph 7d, the punishment stays automatically.
- NJP run without unit diary entry. Per paragraph 011109, every NJP runs on diary except non-punitive measures.
- UPB copy not provided to IPAC for OMPF. Per paragraphs 011103 and 011109, the copy routes to IPAC.
- Marine not provided UPB copy after proceedings. Per paragraph 011109, the Marine receives a copy after the file closes.
- Victim notification skipped. Per Volume 16 Chapter 4 paragraph 040401.Y, the three notifications (disposition decision, time and location, findings and sentence) are required.
- Officer NJP filed without MARADMIN 427/23 routing. Per MARADMIN 427/23, the officer NJP package routes to IPAC for OMPF inclusion.
- UPB retention past 3 years without disposal. Per Volume 14 paragraph 011110.A and B and SECNAV M 5210.1, the retention is 3 years.
Decision points
- NJP versus court-martial referral. Per the convening authority's discretion, the offense seriousness and severity drive the choice. The accused holds the right to demand trial by court-martial for non-aboard-ship members.
