Role and responsibility

The S-1 officer owns officer retirement processing per MCO 1900.16MCO 1900.16 Chapter 2 paragraph 2001 (General). The S-1 chief tracks officers reaching voluntary retirement eligibility and mandatory retirement gates per Chapter 2 paragraph 2003 (Voluntary Retirement) and paragraph 2005 (Mandatory Retirement). The IPAC outbound counselor coordinates the application package per Chapter 2 paragraph 2004 (Administrative Procedures). The commander pins the retirement at the ceremony per Chapter 2 paragraph 2008 (Retirement Ceremony). MMSR-2 issues the retirement order.

Per MCO 1900.16 Chapter 2 paragraph 2003 (Voluntary Retirement), officers with 20 or more years of active federal service apply for voluntary retirement. Per paragraph 2005 (Mandatory Retirement), officers retire under statutory authority at specific age and grade combinations or upon failure of selection per 10 USC Chapter 65. Per paragraph 2009 (Advancement in Grade on the Retired List), officers are permitted to advance to the highest grade satisfactorily held per the statutory criteria.

Processing workflow

10. Prepare the DD Form 214. Per Chapter 1 Section 2 paragraphs 1200-1205, reflect the transfer to the Retired List.

Common pitfalls

• SBP election skipped or made without spouse concurrence. Per MCO 1900.16MCO 1900.16 Chapter 1 paragraph 1406 (Survivor Benefit Plan), the spouse concurs in any election less than full coverage. A missed election triggers default full coverage.
