Role and responsibility
The IPAC pay clerk cuts Hardship Duty Pay (HDP) and High-Deployment Allowance (HDA) transactions per DoDFMR Vol 7ADODFMR Vol 7A Chapter 17 (HDP) and Chapter 65 (HDA). The S-1 chief tracks deployment locations against the DoD Hardship Duty Areas List, mission assignments against the Hardship Duty Missions List, and deployment thresholds against the HDA framework. The S-1 officer signs by direction on the routing. The unit commander or deployment cell certifies the deployment dates and the qualifying mission. The HQMC Manpower (M&RA) deployment-tracking system supports the HDA threshold computation.

- Verify LES. The next LES carries HDP and HDA at the correct rates.
- Track deployment duration. The S-1 chief tracks against the unit deployment roster.
- Stop the pay. On redeployment, area decertification, or end of qualifying mission, cut the pay stop.
