Hardship Duty Pay and High-Deployment Allowance - S-1 Procedural Page

Role and responsibility

The IPAC pay clerk cuts Hardship Duty Pay (HDP) and High-Deployment Allowance (HDA) transactions per DoDFMR Vol 7ADODFMR Vol 7A Chapter 17 (HDP) and Chapter 65 (HDA). The S-1 chief tracks deployment locations against the DoD Hardship Duty Areas List, mission assignments against the Hardship Duty Missions List, and deployment thresholds against the HDA framework. The S-1 officer signs by direction on the routing. The unit commander or deployment cell certifies the deployment dates and the qualifying mission. The HQMC Manpower (M&RA) deployment-tracking system supports the HDA threshold computation.

Per DoDFMR Vol 7A Chapter 17, HDP applies in three categories. HDP-Location for designated areas. HDP-Mission for designated missions. HDP-Tempo for high deployment exposure. Per Chapter 65, HDA applies when the Marine exceeds the DoD deployment threshold (typically a cumulative deployment time over a defined window). Per 37 U.S.C. 352, HDP carries the statutory base. Per 37 U.S.C. 991, HDA carries the statutory base.

Trigger events

• Marine deploys to a DoD-designated hardship area.
• Marine assigned to a DoD-designated hardship mission.
• Marine exposed to high-deployment tempo qualifying for HDP-Tempo.
• Marine exceeds deployment threshold triggering HDA.
• Area or mission removed from the designated list triggering pay stop.
• Annual special pay audit cycle.

Processing workflow

1. Receive deployment or mission assignment notification. The IPAC pay clerk receives from the chain or the deployment cell.
2. Confirm location. Per DoDFMR Vol 7ADODFMR Vol 7A Chapter 17 and the DoD Hardship Duty Areas List, the location appears on the list for HDP-Location eligibility.
3. Confirm mission. Per Chapter 17 and the DoD Hardship Duty Missions List, the assignment qualifies for HDP-Mission eligibility.
4. Determine the HDP category. Per Chapter 17:
   • HDP-Location applies in designated areas at a fixed monthly rate.
   • HDP-Mission applies to designated missions at a fixed monthly rate.
   • HDP-Tempo applies to high deployment exposure at the rate per the chapter.
5. Track deployment threshold for HDA. Per Chapter 65 and 37 U.S.C. 991, when the Marine's cumulative deployment time exceeds the DoD threshold, HDA applies. The HQMC deployment-tracking system supports the computation.
6. Build the KSD packet. Stage the deployment orders, the designated area or mission confirmation, the cumulative deployment record, and the prior MCTFS history.
7. Cut the HDP or HDA start in UD-MIPS. Per Appendix E and MCTFSPRIUMMCTFSPRIUM, submit the transaction at the appropriate code.
8. Verify LES. The next LES carries HDP and HDA at the correct rates.
9. Track deployment duration. The S-1 chief tracks against the unit deployment roster.
10. Stop the pay. On redeployment, area decertification, or end of qualifying mission, cut the pay stop.

Common pitfalls

Decision points

• HDP-Location versus HDP-Mission. The deployment location and the assigned mission drive the category. Some Marines draw both when both criteria apply at the same time.
• HDP versus HDA. HDP applies to specific hardship designations. HDA applies to cumulative deployment exposure. Both run concurrent when each criterion is met.
• Effective date selection. The duty assumption date in the designated area drives HDP. The threshold-crossing date drives HDA.
• Decertification timing. When DoD removes a location or mission from the designated list, the pay stop runs from the decertification effective date.
