Commanders Readiness Handbook

Scope

The Commanders Readiness Handbook is the Marine Corps quick-reference guide for unit commanders on readiness reporting requirements. The handbook covers Marine Corps readiness reporting structure, statutory responsibilities, force readiness ratings (P, S, R, T, C), command readiness reporting cadence, report content, commander narratives, and assessment frameworks. The handbook complements MCO 3000.13B and DRRS reporting procedures. Portal readiness pages treat it as the working companion for the commander's assessment, distinct from the order itself.

Marine Corps unit commanders. S-3 operations officers. DRRS reporting administrators. New commanders receiving the initial readiness brief. S-1 sections feeding personnel data into the personnel pillar of the report.

• Designate the Readiness Officer and Authorized Agents in writing. The incoming commander completes this inside the first 30 days of command.
• Complete the MarineNet DRRS-MC policy course within 30 days of appointment.
• Establish Commander Standing Notification Events (CSNEs) and conduct the first Readiness Board. CSNEs are predetermined readiness triggers requiring an out-of-cycle Readiness Board, regardless of the monthly cadence.
• Build the commander narrative at every reporting cycle. A DRRS submission without the narrative is a defect flagged on the portal personnel-pillar page.
• Rating definitions follow the Joint framework, P-1 highest readiness through P-4 lowest, with similar S, R, T, and C scales. Portal workflow pages pair the handbook with a P/S/R/T/C rating worksheet.
• At turnover, the outgoing commander briefs current C/P/S/R/T levels with rationale for subjective overrides and delivers the Readiness Officer Turnover Binder holding 12 months of records, the IGMC FAC-3000, appointment letters, and DRRS-MC training certificates.
