Scope

MARADMIN 042/08 established the timeline for implementation of the Improved Awards Processing System (IAPS) across the Marine Corps. IAPS replaced the older APS application and added functionality needed by the awards program. The MARADMIN set the fielding sequence and the user-administrator responsibilities that hold today.

Unit Awards Administrators (UAAs) at battalion, squadron, or equivalent and higher commands. Commanders requesting award approval authority. General and Flag Officers designating trusted assistants. Award originators, endorsers, reviewers, and board members across the Marine Corps awards chain.

Implementation timeline

NLT 15 February 2008. Initial UAA at each command (battalion or squadron level or equivalent and higher) requests UAA permissions from MMMA-2 by registering in IAPS. Once MMMA approves the initial UAA, that UAA grants permissions to additional UAAs through IAPS without further HQMC MMMA-2 approval.
NLT 29 February 2008. All commanders at battalion or squadron level or equivalent and higher request appropriate award approval authority from MMMA-2 in accordance with the references. General and Flag Officers may designate trusted assistants authorized to sign award recommendations for endorsement or approval in IAPS on their behalf. UAAs assign permissions for endorsers, reviewers, board members, and civilians authorized to originate.
1 March 2008. IAPS implemented for the entire Marine Corps simultaneously. The complex task organization of units and global sourcing for combat deployments did not allow a staggered rollout.

Why the simultaneous rollout

A staggered implementation would have created two parallel awards systems running at the same time. With Marines moving between commands and forward-deployed for global sourcing, a phased rollout would have fractured the award chain. The MARADMIN ordered a single cutover.
