MARADMIN 076/25 - Establishment of the Marine Corps Enlisted Career Designation Program Pilot

Scope

MARADMIN 076/25 announces the Marine Corps Enlisted Career Designation Program (ECDP) pilot for senior enlisted Marines. The pilot allows Staff Non-Commissioned Officers (SNCOs) in the grades of E-8 and E-9 to voluntarily enter ECDP at their next reenlistment and serve through their current Enlisted Career Force Controls (ECFC) without intermittent reenlistment cycles. The pilot implements the Commandant's Talent Management direction to shift from a high-turnover recruit-and-replace model toward retention of the most capable Marines. Applicability is the Active Component. Not applicable to the Marine Corps Reserve.

Background

The Commandant's guidance on Talent Management directed a shift from the legacy high-turnover personnel model toward greater investment in and retention of the most capable Marines. Enlisted Marines historically submit retention requests at regular intervals that may not align with duty assignments or career aspirations. The requirement creates uncertainty for experienced and skilled Marines and their families and adds administrative burden to Marines, commanders, assignment monitors, and Career Counselors. ECDP addresses these gaps for E-8 and E-9 Marines.

Eligibility (original)

Effective 1 June 2025, Marines in the grades of E-8 and E-9 with an End of Current Contract (ECC) date before 30 September 2026 and at least 15 years of service or over 2 years time in grade are eligible to submit their final reenlistment package to CMC (MMEA) to enter ECDP. Marines electing not to enter ECDP submit for reenlistment on future ECC dates. An additional option allows a Marine to enter ECDP at the time of the next reenlistment. The eligibility window was extended through 30 September 2027 by MARADMIN 190/26.

Incurred Obligated Service

Initial reenlistment into ECDP incurs an additional 24-month service obligation starting at the end of the current contract. Career-designated Marines incur additional service obligations for promotion, assignment, Selective Retention Bonus (SRB) payment, and Transfer of Education Benefits per applicable guidance.

Assignments

Marines obligate service in accordance with Joint Travel Regulations when executing PCS or PCA orders. Marines who choose not to fulfill the obligation submit a resignation per MCO 1900.16 or request retirement to MMEA and MMSR.

Separations

Retirement and Resignation. ECDP Marines request separation or retirement between 6 and 18 months before the Planned Retirement/Resignation (PRR) date. The PRR date is no earlier than the date all obligations are satisfied.

ECDP Marines who desire to resign instead of complying with assignment instructions request separation within 30 days of receipt of orders. On CMC (MMSR) approval, retirement-eligible Marines receive a PRR date no later than the last day of the month following estimated arrival at the new duty station. Non-retirement-eligible Marines receive an RE-3O code with a separation date 6 months from RE-3O acknowledgment.

Selective Retention Bonus

Marines entering career designation and those already career-designated may be eligible for an SRB based on MOS requirements. To receive an SRB once in ECDP, the Marine completes a statement of understanding with the Career Counselor. SRB obligations do not run concurrently with the initial ECDP service obligation.

Reduction in Rank

ECDP Marines reduced in grade may exceed the applicable retention control point. If a reduction in rank exceeds the ECFC for that grade, the Marine receives a modified expiration of active service (EAS) no earlier than 4 months or later than 6 months after the effective date of the reduction, as determined by CMC (MM). Marines between 18 and 20 years of active service may retire on the last day of the month following 20 years of service. Marines with 20 or more years exceeding the service limitation due to a reduction or revocation must retire within 6 months of the effective date. Marines may be involuntarily removed from ECDP through administrative separation per MCO 1900.16.

Administration

ECDP and related policy refinements codify into Marine Corps Orders as they are revised. Service-wide education flows through general officer commands, Installation Personnel Administrative Centers (IPACs), the Enlisted Staff Academy, and the CMC Cornerstone Commander's course. A Marine entering ECDP has a final opportunity to sell back lump-sum leave in conjunction with the reenlistment. Once in ECDP, Marines cannot sell back leave unless executing separation or retirement.
