Scope
MARADMIN 103/25 announces noncompetitive Active Duty Corporal to Sergeant promotions for recruiters, effective 2025-03-01. The message sets the eligibility criteria and the promotion warrant process for Corporals serving on recruiting duty and Corporals attending the Basic Recruiter Course. Promotions under this path bypass the JEPES cutting score competition. Applicability is the Active Component.

Eligibility and process
- Eligible Corporals serving on recruiting duty who have not attained Sergeant receive noncompetitive promotion with date of rank and effective date of 2025-03-01.
- Eligible Corporals attending the Basic Recruiter Course receive promotion with date of rank and effective date of the first of the month after checking into their new duty station.
- Eligibility criteria. 12 months time in grade, 36 months time in service, PME complete to include the Command Sponsored Corporals Course.
- The Recruiting District Commander submits an endorsed roster via naval correspondence to MMPB-11 at enlistedpromotions@usmc.mil with rank, name, EDIPI, MCC or unit, and PME completion status.
- Upon review and approval, MMPB-11 enters the unit diary entries and commanders prepare certificates of appointment.
- Before warrant delivery, commanders verify the Marine is ready to assume the responsibilities and perform the duties of Sergeant in a creditable and satisfactory manner.
