MARADMIN 104/06 - Awards Update

Scope

MARADMIN 104/06 publishes an awards update authorizing unit award entries in NAVMC 2922, updating campaign medal eligibility, and amending award correspondence procedures. The message follows the standard awards update structure with JMUA, MUC, and CMC Certificate of Commendation entries. Applicability is the Marine Corps Total Force.

Audience

• Commanders endorsing unit awards and issuing MOVSM authorizations and Letters of Appreciation.
• Adjutants and S-1 staff. Process awards through the MCTFS unit diary and route OMPF copies.
• HQMC Military Awards Branch (MMMA). Adjudicates eligibility.

Operative provisions

• Paragraph 4. MOVSM authorization letter routing. Commanders authorized to award the Military Outstanding Volunteer Service Medal issue the letter of authorization to the Marine at the time the award is presented. A copy goes to the Marine Corps awards office for inclusion in the Marine's OMPF. The historical address was MMSB-20 at 2008 Elliot Road, Quantico VA 22134. The function continues today under MMPB-3.
• Paragraph 4 routing exclusion. Copies of the MOVSM authorization letter for Marine Corps personnel do not go to BUPERS (PERS-313C). OMPF inclusion routes through the Marine Corps awards office only.
• Paragraph 5. Letter of Appreciation procedure amending MCO 1650.19J paragraph 8.h Enclosure (2). Any officer senior to a Marine whose performance is noteworthy or commendable beyond the usual requirements of duty holds authority to issue a Letter of Appreciation. A copy forwards to the awards office for OMPF inclusion, historically HQMC MMSB, today MMPB-3.
