Scope
MARADMIN 157/25 updates Service guidance, reimbursement procedures, eligibility criteria, and reporting requirements for the Inactive Duty Training (IDT) Travel Reimbursement Program. Reimbursement increases from $500 to $750 per round trip for round trips ending on or after 2024-12-27. The MARADMIN cancels MARADMIN 193/22. Current eligibility does not guarantee eligibility under future policy updates. Applicability is the Selected Marine Corps Reserve, Senior Leader and General Officer Assignments, and Reserve Senior Leader Board (RSLB) screened IMA billets.
Audience
- Marines serving in Selected Marine Corps Reserve (SMCR) critical staffing shortfalls. Eligible.
- Marines in SMCR command screened billets. Eligible.
- DC M&RA Senior Leader and General Officer Assignments. Eligible.
- IMA Program members in RSLB screened billets. Eligible.
- IMA members in General Officer or RSLB screened billets. Eligible.
- IMA members outside General Officer or RSLB billets. Not eligible.
- Marines assigned to 4th Reconnaissance Company at Kaneohe Bay, Hawaii. Eligible for off-island travel even if under 150 miles to RTC.
- Reserve Affairs Policy Branch (RAP-1). Adjudicates waivers.
- MARFORRES G-1. Manages monthly eligibility list and DTS routing.
- Marine Forces Reserve. Compiles eligibility list. Manages Lines of Accounting.
Eligibility framework
- Distance. Assigned to a unit 150 miles or more from the official Primary Residence Address (PRA) in MCTFS, calculated by DTOD using PCS or TDY route.
- BIC match. Marines assigned to a BIC equivalent to PMOS, AMOS, with an approved exception request from Reserve Affairs, or an acceptable BIC mismatch under the current Selected Reserve BIC Assignment and Management Policy. Billet grade of one-up or one-down authorized.
- Command-screened commanders. Three additional months for turnover allowed in Excess BIC 009. Excess BICs or discrepancy-categorized BICs are not eligible without an exception request.
- Rank and MOS. No limitations.
- 0211 LM applicants. Corporals, sergeants, and staff sergeants who submit a PMOS 0211 lateral move package to fill an open 0211 BIC rate reimbursement to conduct the board interview process. Unit contacts SMB_IDT_TRAVEL@USMC.MIL for the waiver and Line of Accounting.
Reimbursement rules
- Pre-2024-12-27 round trips. $500 maximum per round trip.
- On or after 2024-12-27. $750 maximum per round trip.
- Reimbursable expenses. Commercial transportation costs to and from the RTC. Transportation between PRA and terminal. Transportation between terminal and RTC.
- Privately owned vehicle. Mileage at the other mileage rate. Parking fees and tolls.
- Rental car. Authorized travel days only. The Disbursing Office or Finance Office calculates the reimbursable amount when a rental vehicle is held for the IDT duration. No reimbursement for transportation while executing IDT at the IDT location. All JTR rental vehicle rules apply.
- Meals. Actual costs up to the M&IE rate for the duty location.
- Receipts. Required for any individual expense over $75 under the JTR.
Frequency
- 11 round trips per Marine per fiscal year.
- Aviators (MOS 75XX) assigned Duties Involving Flying Operational (DIFOP) to SMCR squadrons. 22 round trips per fiscal year, including additional paid drills (APD) needed for minimum annual flight hour requirements.
Waivers
Waiver requests for eligibility requirements are considered case-by-case by Reserve Affairs. Marines submit requests via NAVMC 10274 endorsed by the chain of command, including the MSC Headquarters, and the Commander, MARFORRES AC/S G-1.
Coordination
- MARFORRES publishes a monthly eligibility list. Distributed to each MSC AC/S G-1 and the Finance Offices.
- MARFORRES adds eligible SMCR Marines (via cross-org) to a restricted list in DTS. Settles authorized IDT Travel Reimbursement claims using the FY Lines of Accounting matching the travel period.
- Outstanding claims settle against the previous FY LOA no later than 31 December of the same calendar year. Example. FY25 LOA claims settle by 2025-12-31.
- IMA Operational Sponsors coordinate with MARFORRES for eligible IMA General Officers and board-selected senior leader assignments to the IDT LOA.
- LOA access questions route through unit administrators to SMB_IDT_TRAVEL@USMC.MIL.
- DTS voucher process questions route to the unit or MSC G-1 and the unit ODTA or LDTA.
- Parent units verify Marines meet criteria, are on the monthly roster, or hold a COMMARFORRES waiver. Compliance with RA published updates remains a parent unit responsibility.
- Commanders are not authorized to deny a reimbursement request meeting program eligibility requirements.
City Pair Program
- Eligibility. Marines attending IDT with a GTCC request flight reservations using city pair fares.
- Commercial Travel Office. Cruise Ventures, Inc (CI Travel).
- Form. Passenger reservation request form on the RA Career Management Team website under resources, labeled IDT travel form.
- Submission. Email completed forms to marforres@ciazumano.com.
- Tickets normally issue by next business day.
Action items
- Verify the Marine residence address in MCTFS is current.
- Recompute eligibility against the 150-mile DTOD distance rule from the PRA to the RTC.
- Confirm the Marine BIC match against the Selected Reserve BIC Assignment and Management Policy.
- Pull the monthly eligibility list from MARFORRES.
- Audit aviator (75XX) DIFOP assignments. Apply the 22 round trip cap.
- Submit eligibility waivers via NAVMC 10274 with chain of command endorsements.
- Settle FY25 claims against the FY25 LOA by 2025-12-31.
