Scope
MARADMIN 192/20 provides supplemental military personnel guidance to commanders for personnel policies, pay, and benefits during the COVID-19 response. Audience

Travel restrictions
- All PCS travel stopped. All non-mission essential non-PCS official travel stopped. Effective through 2020-05-11.
- All travel to, from, or through locations outside the United States and territories stopped. Effective through at least 2020-05-11. Does not apply to personnel under a US Chief of Mission.
- Exemptions. Personnel pending retirement or separation through 2020-05-11. Patients and medical providers. Personnel who already initiated travel before the stop movement date. Presidential support duties. Secret Service support.
- Exception authority. Combatant Commander for COCOM Marines. First GO/FO/SES in the chain for all others.
Pay and allowances framework
- Travel status. Per diem (isolation). TLE. TLA. FSA-T.
- Non-travel status. FSA-R. HDP-ROM. Concurrent BAS plus government meals. BAS-II rate. FSH-B. FSH-O.
- HDP-ROM. Flat $100 per day. Cap $1,500 per month.
- GTCC for lodging within PDS vicinity. Under $100 per day threshold. Marines pay statement balance in full.
Reserve Component flexibility
- Rescheduling Annual Training and IDT. Commanders exercise broad discretion.
- Telecommuting for IDT. Temporarily authorized. DD Form 2946 requirement waivable. Telecommuting log required.
- Electronic-Based Distributed Learning (EBDL). Authorized retirement point accrual.
- Reenlistment. Local Command Authority extension up to 3 months for SMCR/IRR/IMA Marines with RECC between 2020-03-16 and 2020-06-01.
