MARADMIN 350/11 - Fund Control Personnel Training Requirement

Scope

MARADMIN 350/11 sets the fiscal and appropriations law training requirement for Marine Corps fund control personnel. The MARADMIN responds to GAO-08-1063 (2008-09) findings on Antideficiency Act (ADA) controls and investigations. DoD FMR 7000.14-R Volume 14 Chapter 2 requires DON fund control personnel to receive appropriations law training or refresher training at least every three years. Personnel divide into two tiers. Tier 1 reports to the DON. Tier 2 maintains certificates locally.

Audience

• All individuals receiving or issuing Appropriated Funds (APF), or generating APF requests (supply, contracting). Must comply with the training rule.
• Commanding Generals and Commanding Officers (CG/COs). Trained in fiscal and appropriations law and the online budget execution course. The CG/CO has discretion to elect a comptroller briefing in lieu of an extended fiscal law course.
• Comptrollers and delegated staff. Issue and accept funding allocations and funding documents. Reported to the DON as Tier 1.
• Personnel issuing routine small dollar documents (travel orders, training or supply requests, government purchase card purchases). Tier 2.
• Major Command (MRI level) Comptrollers and HQMC Financial Managers. Consolidate semi-annual training metrics for submission to DC, PR (RFR).

Tier definitions

• Tier 1 personnel meet the ASN(FMC) definition for fund control personnel. Personnel who issue or accept funding allocations and funding documents (work requests, project orders). Delegated authority in writing from the Comptroller, by authority provided by the CG/CO. Includes the CG/CO, Comptroller, and delegated staff. Reported to the DON.
• Tier 2 personnel issue routine, small dollar documents. Not reported to the DON. Local certificate retention required.

2. ASN(FMC) On-Site Fiscal Law Course conducted by the Office of Counsel. Scheduling instructions on the ASN(FMC) website.
3. Third-party fiscal law courses.
   • Marine Corps Practical Comptrollership Course.
   • GAO Principles of Appropriations Law Course.
   • USDA Principles of Federal Appropriations Law Course.
   • JAG Legal Center and School, Contract and Fiscal Law Department managed courses.
   • ASMC Certified Defense Financial Management (CDFM) Training Course.

CG/COs who elect a comptroller briefing in lieu of the extended fiscal law course use the prepared briefing on the PR (RFR) SharePoint site.

Online budget execution course

Per OASN(FMC) Memo dated 2009-07-08, fund control personnel complete the Online Budget Execution Course on the ASN(FMC) website. Completion information maintains at the command level.

Reporting

Per OASN(FMC) Memos dated 2010-05-28 and 2010-06-02, MRI-level comptrollers and HQMC Financial Managers consolidate and provide the following semi-annually to DC, PR (RFR) with data current as of 30 March and 30 September.

1. Number of fund control personnel (to include personnel at the SRI and WCI level).
2. Number of personnel who received fiscal or appropriations law or refresher training within the last 3 years.
3. Explanation when less than 100 percent compliance, with expected timeframe.

Submissions to DC, PR (RFR) no later than 07 April and 07 October each year. The Marine Corps status feeds the DON Annual ADA Report to OSD.

Action items

1. Identify Tier 1 fund control personnel through written Comptroller delegation.
2. Train Tier 1 personnel in fiscal and appropriations law every 3 years. Refresh training documented at the command.
3. CG/COs schedule the comptroller briefing or complete an extended fiscal law course.
4. Track completion of the Online Budget Execution Course for every fund control person.
5. Consolidate metrics for the semi-annual DC, PR (RFR) submission.
6. Tier 2 personnel retain training certificates locally.
