Strategic Location Incentive Program (SLIP) Overview and Details

Scope

MARADMIN 470/24, a GENADMIN message issued and effective 2024-10-01. SLIP is an assignment and retention initiative for career enlisted Marines who accept orders to difficult-to-fill locations or critical billets in exchange for an agreed-upon duty station preference for their next assignment.

Audience

Career enlisted Marines weighing orders to a hard-to-fill location, the leaders and career planners counseling them, and the commanders endorsing the reenlistment and assignment picture. Key details

• Program origin. SLIP was the winning crowd-sourced submission in MARADMIN 643/23 (Manpower Modernization Challenge II).
• Orders in scope. All orders written after 2024-10-01 fall within program eligibility.
• PMOS monitor discretion. Individual Primary Military Occupational Specialty monitors determine which assignments qualify as "difficult to fill" or "critical."
• Program focus. Overseas locations, remote CONUS assignments, and billets requiring special training or qualifications.

Operative content

Eligibility. Enlisted Marines meet ALL of the following.

1. Completed initial enlistment and eligible for subsequent reenlistment in Zones B, C, or D.
2. Not identified for Headquarters Marine Corps Special Duty Assignment Screening Team (HSST) or slated for special duty or screenable billets at time of SLIP orders.
3. Meet general eligibility requirements per MCO 1300.8, including time-on-station requirements.
4. Must not have RE3O reenlistment code.
5. Must obligate sufficient service to complete orders per Joint Travel Regulations.

Program mechanics.

• Draw Case Code. Marines accepting a SLIP assignment receive a DCC of "DS" in the Marine Corps Total Force System (MCTFS). The code stabilizes the Marine for the initial tour and follow-on tour and prevents participation in other special programs until completion.
• Follow-on assignment. Upon successful completion of the SLIP-eligible assignment, the Marine receives a follow-on duty station based on preferences agreed upon in the original SLIP orders.
