Scope
MARADMIN 628/23 announces the FY26 U.S. Marine Corps Officer Promotion Selection Board schedule and provides promotion guidance for Active and Reserve Component officers. The MARADMIN sets convening dates, time-in-grade requirements, eligibility rules, opt-out process, OMPF and MBS responsibilities, correspondence procedures, and post-board notification. Applicability is the Active and Reserve Component.
Audience
- All eligible officers. Confirm OMPF and MBS accuracy. Submit correspondence under signed cover letter no later than 10 calendar days before convene date.
- Lineal staff at CMC MMPB-10. Maintains the lineal list and eligibility verification.
- HQMC MMPB-22 (Records Management). Receives OMPF document submissions.
- HQMC MMPB-23 (Performance Evaluation Section). Receives FITREPs.
- MIRSO. Issues updated CRCRs for IRR and IMA officers.
- Reserve Affairs Career Management Team (CMT). Provides OMPF review and career counseling for the Reserve Component.

TIG requirements
- Brigadier General to Major General. 1 year.
- Colonel to Brigadier General. 1 year.
- Lieutenant Colonel to Colonel. 3 years.
- Major to Lieutenant Colonel. 3 years.
- Captain to Major. 3 years.
- First Lieutenant to Captain. No minimum.
- CWO 2, 3, 4 to CWO 3, 4, 5. 2 years.
Eligibility rules
- 90-day exclusionary rule. Officers with an established separation or retirement date within 90 days after the board convenes are precluded. Excepted the USMC Captain AFQOL.
- One-year rule for Reserve Officers. Eligible if continuously on the RASL or ADL for one year before the board convenes.
- US Citizenship. An ADL Captain who is not a US citizen is not eligible for Major.
- Deferment. Officers eligible within one year of placement on the ADL are deferred unless they request consideration in writing.
- Opt out. Eligible Regular Unrestricted Major, Lieutenant Colonel, Colonel and Reserve Unrestricted Major, Lieutenant Colonel, Colonel officers submit a NAVMC 10274 by 2024-01-31.
Captain AFQOL process
For promotion to Captain, no promotion selection board convenes. Eligible officers undergo the All-Fully-Qualified-Officers List (AFQOL) process. Records are screened to identify fully qualified officers. Officers determined not fully qualified are omitted from the AFQOL constituting a failure of selection.

- Submission portal. https://www2.manpower.usmc.mil/application_cac/ (preferred). Email officerpromotions@usmc.mil. US Mail. Next-day delivery (FedEx, UPS). Fax DSN 278-9883.
- Deadline. 2359 EST 10 calendar days prior to the board convene date. Per Title 10 USC Section 614(b) or 14106.
- Late correspondence will not be accepted.
- Classified reports. Notify CMC MMPB-10 with full name, EDIPI, grade, occasion, and dates of the report.
