What Admin Change 2 did

The Department of Defense Inspector General determined in DODIG-2019-091 the Marine Corps Substance Abuse Counseling Centers (SACC) were making diagnoses and diagnostic impressions outside the scope of non-medical services. DoDIG recommended the Substance Abuse Program policy MCO 5300.17A be revised to remove diagnostic language and capabilities from the Order.
