Per MCO 1740.13D, Marine Online became the day-to-day FCP record store effective 2018-01-26, and FCPs validated before then on the NAVMC 11800 stayed valid until their next required renewal. The form remains in active revision, most recently January 2023, and the MOL FCP module remains the submission path for new and recertified plans. Marines complete the NAVMC 11800 fields inside the module, upload supporting documents, submit for endorsement, and track validation status.
