Scope

NAVMC 3000.1 is the United States Marine Corps Artificial Intelligence Implementation Plan, Version 1.0, covering Fiscal Years 2025 through 2030. The plan operationalizes the policy direction in MCO 5231.4 and aligns Marine Corps AI development with the DoD AI Adoption Strategy and the DON Data Concept of Employment. • Service Data Office (SDO) and the AI Working Group (AIWG).
• HQMC staff agencies and operating force commanders integrating AI capabilities.
• Associate Data Officers (ADOs), Data Stewards, Data Custodians, Command Data and Analytics Officers (CDAOs).
• Marine Corps AI workforce roles, including analytic developers, data analytics specialists, and AI ethics reviewers.
• POM developers within DC I and Programs and Resources (P&R) building AI line-of-effort funding.

Structure

The plan ships at Version 1.0 with an integrated record of amendments, baseline draft history, and approval signatures.

• Foreword. Establishes the AI line of effort under Force Design and Talent Management 2030.
• Strategic context. Maps Marine Corps AI to DoD AI Adoption Strategy goals and the DON Data Concept of Employment.
• Lines of effort. Mission delivery, workforce development, infrastructure and data, partnerships, and governance.
• Implementation milestones. FY 2025 through FY 2030 milestone tables.
• Workforce. Builds out the data and AI workforce roles defined in MCO 5231.4 Enclosures 2 and 3.
• Governance. Function of the AIWG and the FDWG. Risk management and responsible AI tenets.
