Scope
PAA 03-23 provides amplifying guidance for MARADMIN 326/23, Enlisted Active Duty Service Limits. The advisory covers submission of Appendix J retirement requests for enlisted personnel between 15 and 18 months of the requested retirement date, a window the normal IPAC/EPAR submission path does not support. Issued by Headquarters Marine Corps Manpower and Reserve Affairs, Manpower Information Branch (MIF) and distributed through the MISSA portal for execution by S-1, IPAC, and commanders across the force.
Audience
- S-1 desks and IPAC pay clerks executing the actions in this advisory.
- 0102, 0111, and 0170 admin specialists.
- Commanders signing affected actions, including O-5 commanders endorsing out-of-window requests.
- Enlisted Marines requesting retirement 15 to 18 months out.
Action language
- Paragraph 1 requests addressees disseminate this PAA to subordinate org/units as applicable.
- Paragraph 2 names the topic. Submission of appendix J for enlisted personnel between 15-18 months of requested retirement date.
- Paragraph 3 restates the parent message. MARADMIN 326/23 notified the force of enlisted Marines' eligibility to request retirement 6-18 months from the requested retirement date, a change from the previous guidance in MCO 1900.16 W/CH 2 (MARCORSEPMAN), which allowed for retirement submission 4-14 months from the requested retirement date (paraphrased).
- Paragraph 4 flags the system limitation. At this time, system limitations prevent the submission of retirement requests outside of 14 months via the normal administrative submission using the IPAC/EPAR. An entry by a reporting unit outside of 4-14 months will fail. An enlisted Marine requesting retirement between 15-18 months must do so directly through HQMC, MMSR at SMB.MANPOWER.MMSR2E@USMC.MIL.
- Paragraph 5 covers requests outside normal parameters. Submit retirement requests under 6 months or over 18 months to HQMC, MMSR-2E by AA Form endorsed by the O-5 Commander or above.
