Scope
This advisory addresses Supplemental Guidance In The Reporting Of COVID-19 Personnel Status. Issued by Headquarters Marine Corps Manpower and Reserve Affairs, Manpower Information Branch (MIF) and distributed through the MISSA portal for execution by S-1, IPAC, and commanders across the force.

- This Personnel Admin Advisory (PAA) provides supplementary guidance regarding the reporting of personnel status for Marines, Sailors, civilian Marines, contractors, dependents, and other service personnel affected by 2019 Novel Coronavirus (COVID-19). References (a) through (l) remain in effect. However, references (m) and (n) have been cancelled. All current PAAs are located under the reference tab of the MISSA portal located at: https://eis.usmc.mil/ sites/missa/default.aspx.
- Manpower Reserve Affairs (MRA) COVID-19 Manpower Tracking Application. Per references (g) and (l), Commanders and designated staff will utilize the manpower tracking application to report the status of Marines, Sailors, civilian Marines, contractors, dependents, and other Service personnel affected by COVID-19. The manpower tracking application is accessible via the Manpower and Reserve Affairs Portal, located at: https://www.manpower.usmc.mil/. The application may be found by selecting the tab titled, “M&RA; Applications,” then scroll down to the header titled “Top Applications,” then select Manpower Tracker. The following link provides direct access to the application: https://www2.manpower.usmc.mil/tracker.
- Permissions. Prior to publication of this message, Assistant Chiefs of Staff (G-1s), 01xx Officers and Staff Non Commissioned Officers (SNCOs) were granted access to the manpower tracking application, enabling the daily submission of personnel statuses for individuals affected by COVID-19.
- Reports 4.a. The Application provides the capability to export existing reports in excel or PDF formats for Commands to utilize for internal reporting and tracking requirements. These reports can be located via the reports tab within each of the available trackers.
- Individual Case input. The tracking applications title each individual record as a case. Users will create new cases by entering a member’s EDIPI or clicking the create new case link. Data entry fields that have been changed to align to definitions and terminology utilized in reference (l) for both trackers are identified below.
- OPREP-3 Reporting. The manpower tracking applications are the appropriate mechanism for submitting OPREP-3 reports. Per reference (l), an OPREP-3 report is required for personnel who have been confirmed by Competent Medical Authority (CMA) to be affected by COVID-19.
- Definitions. In accordance with reference (h) a description of the COVID personnel reporting categories are provided in the following paragraphs.
- Contractor Updates. Contractors may volunteer to provide information regarding the status of personnel under contract. However, contractors cannot be mandated to provide such information. Commanders, concerned with safeguarding the health and welfare of assigned forces, may request the Department of the Navy (DoN) contracting office ask the contractor’s manager or representative whether he/she is following CDC guidance. However, military personnel are recommended to avoid questions that could potentially interfere with the employer-employee relationship and may also interfere with contact terms.
