Scope

This advisory addresses Utilization Of NAVMC 10132 (Rev. 08-2023)(Ef) And Courts Martial-Njp Statistical Data Type Transaction Codes (TTC). Issued by Headquarters Marine Corps Manpower and Reserve Affairs, Manpower Information Branch (MIF) and distributed through the MISSA portal for execution by S-1, IPAC, and commanders across the force.

1. All current PAAs are located under the reference tab of the MISSA portal located at: https://eis-op.usmc.mil/sites/missa/SitePages/paa.aspx.
2. Request all addressees disseminate this PAA to subordinate commands.
3. The purpose of this PAA is to provide guidance pertaining to the recently issued NAVMC 10132 and the requirement to utilize the courts-martial/non judicial punishment statistical data TTCs 212-000 and 212-001.
4. Background. FY-22 National Defense Authorization Act Section (NDAA) Sect 549G, directed the inclusion of race and ethnicity in annual reports on sexual assaults and reporting on racial and ethnic demographics in the military justice system.
5. TTC 212 and a Courts-Martial/Non Judicial Punishment Statistical Data 212 Remark were created to retain specific data items pertaining to sexual assaults for statistical research.
6. Effective immediately, NAVMC 10132 (REV. 08-2023) (EF) will be utilized to capture NJPs. Additionally, the above identified TTCs and Sequences will be reported in accordance with paragraph 70508 of reference (a).
