Scope
This advisory addresses Administrative Procedures Regarding Temporary Increase To 2021 Basic Allowance For Housing In Certain Locations. - This advisory provides the administrative procedures for the temporary increase to the 2021 Basic Allowance for Housing (BAH) for Marines who have verifiable housing cost increases and who are permanently assigned in a specified Military Housing Area (MHA).
- Background. Per reference (a), on 13 March 2020, the President declared a national emergency due to the Corona Virus 2019 (COVID-19) pandemic. Rental housing price data collected earlier this year showed that the COVID-19 pandemic has had a significant impact on the housing costs in 56 MHAs. These MHAs have experienced greater than or equal to a 10 percent increase in housing costs this year. Effective 1 October 2021, the temporary increase in BAH rate for specified MHAs are payable to eligible Marines as identified in reference (a).
- Administrative Procedures. In accordance with reference (a), Marines who are eligible for the temporary increase in BAH may submit their request anytime during the payment period (1 October 2021 through 31 December 2021) but no later than 1 March 2022. The commanding officer must submit the approved request and supporting documentation to the servicing Reporting Unit (RU) for payment of the temporary increase in BAH.
- Reporting instructions.
- Temporary increases in BAH rates are not subject to BAH rate protection. DoD will use the normal BAH rate-setting process to compute 2022 BAH rates, effective 1 January 2022. This process may result in rates lower than the temporary rates for many paygrades within certain MHAs. Marines are should be advised that their 2022 BAH rates may be higher or lower than the temporary increase BAH rate.
