- The purpose of this PAA is to inform that Headquarters Marine Corps has recently developed and tested updated Marine Corps Total Force System (MCTFS) logic to streamline and automate the small unit leader initiative (SULI).
- Effective 15 October 2023, the new system logic will screen and select corporals under the SULI provision who have a reenlistment date in FY23 and beyond. Corporals, who have reenlisted, with at least 36 months TIS and meet all promotion requirements will be selected for promotion to sergeant beginning 1 November 2023. Corporals who have not reenlisted, must still have at least 48 months TIS to be eligible for promotion to sergeant.
- Effective immediately, Personnel Administration Centers will no longer report TTC 052 003 [A] PROM [B] MERIT DOR [C] ED [D] for any Marines under the SULI provision. There is no requirement for commands to submit naval correspondence, enlistment contracts, projected JWKS screens, JEPA screens, or signed promotion warrants. Eligible Marines will be automatically select by MCTFS. Commands will use MOL to either recommend or not recommend the Marine for promotion. If not recommended, commands are reminded to ensure the appropriate page 11 counseling entries are made. There will be no automatic promotion for SULI.
- Marines must still meet the Junior Enlisted Performance Evaluation System (JEPES) promotion cutoff score for the month in which promoted, be PME complete, and have a minimum 12 months time in grade (TIG) as stated in the references.
- Requests for non-competitive military occupational specialties SULI promotions will still need to come to HQMC.
- This PAA is applicable to the Marine Corps Total Force.
