The notice directed that the Marine Corps UDP is Essential Unit Messing (EUM), citing DODFMR Vol 7A. Under EUM, members are charged for meals whether eaten or not, with no exception by pay grade.

- Background. Administrative units have followed a long-standing practice of not checking an officer for meals while on UDP. Officers in a UDP status have traditionally been permitted to conduct a pay-as-you-go practice in government dining facilities. Some units issued officers a meal card without conducting a checkage of government meals. Current regulations direct that the Marine Corps UDP is Essential Unit Messing (EUM). DODFMR Vol 7A directs that members under Essential Unit Messing are charged for meals whether eaten or not. The regulation is not specific to pay grades.
- Required actions. All personnel (officers and enlisted) previously issued meal cards will have a BAS checkage conducted via Unit Diary effective the date the meal card was issued. Enlisted personnel will have a DMR checkage reported. Officers will have a Field Duty Rations checkage reported. Officers currently on UDP without a meal card will have a meal card issued on 1 August 2015 with a corresponding Field Duty Rations checkage.
