Status
CANCELLED. This advisory notice has been cancelled. The entry remains in the citations registry for traceability of older content that cited it. Do not act on the operative paragraphs below as current policy. Verify the current SDA pay start date rule through MCO 7220.12R paragraph 4.a(2)(c), the current APSM, the active MCTFS PRIUM, and any newer MARADMIN or PAA on SDA pay administration.
Scope
PAAN 06-16 corrects PAAN 5-16 and clarifies the start date for Special Duty Assignment (SDA) pay. Prior to this advisory, units had established different start dates for personnel assigned to SDA billets because regulations did not provide specific details on when SDA pay should start. Effective immediately, administrative units prepare the SDA letter to start SDA pay based on the Join Date for Marines executing PCS orders to an SDA billet who meet eligibility criteria in MCO 7220.12R paragraph 4.a(2)(c). The Join Date is the day after the Marine reports to the command for duty.
Audience
- IPAC pay clerks adjudicating SDA pay.
- S-1 desks preparing Special Duty Assignment letters.
- 0102, 0111, and 0170 admin specialists.
- Commanders certifying SDA pay packages for personnel in SDA billets.
Operative paragraphs from the source
- Purpose. Correct PAAN 5-16 and provide clarification of the start date for Special Duty Assignment (SDA) pay.
- Background. Regulations do not provide specific details on when SDA pay should start. HQMC identified that various units established different start dates for personnel assigned to SDA billets.
- Required actions. Effective immediately, administrative units prepare the SDA letter to start SDA pay based on the Join Date for Marines executing Permanent Change of Station orders to an SDA billet if the Marine meets eligibility criteria in MCO 7220.12R paragraph 4.a(2)(c). The Join Date is the day after the Marine reports to the command for duty. When a Marine becomes eligible after the Join Date, the command prepares an SDA letter with the current date to start SDA pay with the current date.
- Commands do not make retroactive adjustments for personnel where SDA pay already reported unless the Marine's account is already identified on a report to or from Finance, or the Marine requests the entitlement.
- The change incorporates into the APSM and the MCTFS PRIUM.
- Widest dissemination requested.
- Coordinated with HQMC MCAAT, MPO, and MCRC.
