Why Two Programs

The IGMC inspection program separates required-everywhere coverage from selective scope expansion. CoRE is the floor. CoRE+ adds layers driven by higher headquarters emphasis, unit mission, or trend findings across the Marine Corps.

A CO needs to know which program a given FAC falls under because the cadence, the scope expectation, and the corrective action visibility differ.

CoRE - Core Required Coverage

CoRE is the standing program for required functional areas applicable across O-5 and O-6 commands. The CoRE FAC set is published on the IGMC portal and is consistent across units of the same type.

Typical CoRE coverage

The CoRE coverage area generally includes the foundational compliance programs every Marine command runs.

CoRE FACs roll on an annual or near-annual cycle on the IGMC inspection schedule. A unit should expect CoRE inspection coverage every cycle.

CoRE+ - Extended and Mission-Specific Coverage

CoRE+ adds FACs driven by:

• Higher headquarters emphasis (MARFOR-specific FACs)
• Unit mission (aviation-specific, recruiting-specific, MSC/MSE-specific)
• Trend findings (areas where Marine Corps-wide audits have surfaced systemic issues)
• New policy implementation (when a MARADMIN or MCO change creates new audit content)

Typical CoRE+ coverage

The CoRE+ coverage area shifts more than CoRE. Examples surfaced in CoRE+ scope at various times:

• Aviation Safety Officer program (aviation units)
• Recruiting Station leadership climate
• MAGTF integration readiness
• Cyber readiness and ISSM compliance depth
• Fund Control Tier 1 and Tier 2 training currency
• Capstone records management at Regiment / Group level and above
• Marine Forces Reserve mobilization readiness
• Wounded Warrior Regiment specific FACs

CoRE+ cadence

CoRE+ FACs are scheduled by direction. They pair with a CoRE cycle visit or stand alone. The supporting IG announces the CoRE+ scope as part of the inspection notification.

Scope by Command Type

The portal's inspections schema flags applicability levels including "All O-5 and O-6 Level Commands" and similar. The right way to determine FAC applicability is to check the FAC's stated applicability on the IGMC CoRE portal.

O-5 commands (Battalion / Squadron)

• Full CoRE FAC scope applies
• CoRE+ FACs apply where unit mission or HHQ direction triggers them
• Inspection visits typically pair multiple FACs per visit

O-6 commands (Regiment / Group / MEU)

• Full CoRE FAC scope plus Capstone records management
• CoRE+ FACs more frequently applicable due to broader mission scope
• Higher headquarters audits supplement IGMC visits

Why the Distinction Matters for Your Audit Posture

Three reasons the CoRE vs CoRE+ distinction affects how you prepare.

1. CoRE you walk every quarter. CoRE is the floor. The full CoRE set should be walked at least once per year, ideally on a rotating quarterly schedule.
2. CoRE+ you walk on notification. When supporting IG announces CoRE+ scope, the relevant FACs jump to priority. Knowing they exist lets you pre-position the self-audit.
3. Findings carry different weight. Repeat findings on CoRE items are visible across multiple cycles. CoRE+ findings often surface emerging issues. Both matter, but the framing differs.

How to Identify the FAC's Program

Each FAC on the IGMC CoRE portal has metadata indicating:

• Program number
• Title
• Sponsor (the HQMC staff section owning the FAC content)
• Applicability level (which commands the FAC applies to)
• Category (CoRE, CoRE+, or other)
• Last revision date

The portal's inspections surface at /inspections/igmc exposes the same metadata for the FACs it tracks. Use the category field as the quick check.

Scope Changes Worth Tracking

CoRE+ scope shifts more than CoRE. Tracking the shifts is part of audit posture.

• New MARADMIN published creates a new FAC obligation. Watch for FAC updates on the CoRE portal.
• HHQ inspection emphasis shifts annually. The supporting IG typically previews focus areas.
• Mission change at the unit (new equipment, new mission set) triggers new applicable FACs.
• Personnel changes at the Inspector General office sometimes shift emphasis.

A CO who reads the IGMC CoRE portal quarterly notices the changes early. A CO who reads it only at announced inspections misses the lead time.

Coordinating With the Supporting IG on Scope

Before an announced inspection, the supporting IG confirms:

• Specific FACs in scope for the visit
• Whether the visit is CoRE only, CoRE+ only, or both
• Time on each FAC
• Documents to pre-stage
• Personnel availability for interview

A unit asking these questions early gets clearer expectations. A unit waiting until the inspector arrives gets surprised by scope.

Common Misunderstandings

1. Treating CoRE as the only program. Missing CoRE+ scope at announcement. Lost lead time.
2. Assuming CoRE+ is optional. Once scoped by supporting IG, CoRE+ is graded like CoRE.
3. Thinking the FAC list is static. FACs revise. Older revisions cited at audit are stale.
4. Skipping the applicability check. Walking FACs not applicable to the unit wastes time. Skipping applicable FACs creates findings.
5. Treating CoRE+ as exotic. CoRE+ is often where new MARADMIN compliance lives. Worth quarterly attention.

• See which FACs the portal has digested into structured form
• Cross-reference FAC content with the portal's domain pages on the underlying topic
• Trace from a FAC item to the supporting MCO or MARADMIN

• The actual current FAC document
• The applicability statement
• The sponsor's revision history
• Any FAC not yet tracked by the portal
