Post-NJP Documentation
After the NJP closes, the documentation work continues. Page 11 entry, OMPF routing, follow-up counseling, behavior tracking. Skip the post-NJP discipline and the lesson does not stick.
Leader Steps

Why Post-NJP Work Matters
The NJP itself is one moment. The behavior pattern that produced it sits before, and the path away from it sits after. Post-NJP discipline is where the section either resets the Marine or watches the pattern repeat.
Three jobs.
- Documentation closure.
- Counseling reset.
- Pattern tracking.
Documentation Closure
Verify within 14 days of the NJP.
- Page 11 entry in the SRB per IRAM. MCO P1070.12K IRAM
- OMPF entry post-routing.
- LES reflects any pay-impacting punishment (forfeiture).
- Restriction or extra duty tracked through completion.
- NAVMC 10132NAVMC 10132 unit copy retained after entry, with item 16 held unsigned if any portion of the punishment is suspended and is vacatable.
A NJP without complete documentation is a NJP the next promotion board sees as half a record.
NAVMC 10132 Item 16 Discipline
Per the form instructions on NAVMC 10132NAVMC 10132 (REV. 08-2023) under MCO 5800.16MCO 5800.16 Volume 14, signing item 16 locks the entire form. Once item 16 is signed, vacated suspensions cannot be recorded in the remarks section in item 21.
The practical impact for post-NJP work.
- If any punishment was suspended at item 7, hold item 16 unsigned on the unit copy until the suspension period ends.
- If a suspension is later vacated, record the vacation in item 21 before signing item 16.
- Item 16 final signature requires the CO, OIC, or an officer designated to sign "By direction."
- A signed copy with item 16 closed routes to OMPF and the Marine. The unit copy remains open until the suspension window closes.
Coordinate with S-1 on the unit-side handling of NAVMC 10132NAVMC 10132. The original unit copy is the working document. The OMPF copy is the permanent record.
The Post-NJP Counseling
Schedule within 14 days. The counseling session covers.
- The behavior that produced the NJP.
- The Marine's understanding of what happened.
- Specific behavioral changes expected.
- Targets for the next 90 days.
- The watch points if the pattern returns.
This counseling is not punitive. The NJP was the punishment. The counseling is the leadership reset.
What the Marine Hears
The Marine has been through the NJP, the punishment, the documentation. The post-NJP counseling either lands as.
- A reset and a path forward.
- Or a continuation of the same dynamic.
You shape which one. Sit with the Marine. Hear the Marine. Set the path.
Behavior Tracking After NJP
Increase the counseling cadence for 90 to 180 days post-NJP.
- L/Cpl and below already at 30-day cadence. Stay there.
- Cpl through Col normally at 6-month cadence. Increase to 30-day for the watch period.
- Document each touch point.
If the pattern returns, the documentation supports the next chain action. If the pattern resolves, the documentation supports promotion eligibility re-establishment.
Force Preservation Coordination
A Marine post-NJP with continuing risk indicators warrants Force Preservation referral. Coordinate with the chain.
- Brief the council on the NJP and the post-NJP pattern.
- Receive the recommended interventions.
- Implement at the section level.
A Marine cycling through repeated NJPs is a Marine the section is missing the upstream pattern on.
When the NJP Was Wrongly Decided
The Marine has the right to appeal per MCM. MCM If the Marine pursues appeal.
- Coordinate with legal on the appeal process.
- Pause some post-NJP actions pending the appeal.
- Continue counseling. The appeal does not stop the leadership work.
A successful appeal removes the NJP from the record. Document the result and adjust accordingly.
Pattern Recognition Across the Section
If multiple Marines in the section see NJPs in a short window.
- The section may have a leadership gap.
- The unit may have an environmental issue.
- The chain may need to surface the pattern.
A spike of NJPs is a leadership signal, not just a Marine signal.
Common Post-NJP Failures
- Page 11 entry never made.
- Post-NJP counseling skipped.
- Tracking cadence reverts to baseline immediately.
- Force Preservation referral missed.
- Section reads the NJP as case closed.
