Performance Evaluation Overview
Two systems split the section. JEPES evaluates the junior enlisted. FitRep evaluates SNCO and officer. You sit on the writing side, the reviewing side, or both.

- Confirm your role - writer, reviewer, or both
- Calendar the next submission date for every report you owe
- Audit APES or MROWS for late or missing reports weekly
The Two Systems

Your Role on the Writer Side
If you write reports, you own:
- The billet description and accomplishments narrative.
- Honest, observable evaluation marks.
- The on-time submission into APES or MROWS.
- The pre-submission counseling with the Marine Reported On.
If the Marine reported on is your direct subordinate, you are the writer.
Your Role on the Reviewer Side
If you review reports, you own:
- Reading every word the writer submitted.
- Concurring or non-concurring with substantive justification.
- Adding the Reviewing Officer comparative assessment where required.
- Returning a non-concurrence to the writer with specific corrections.
A SNCO reviewing an NCO's JEPES write-up sits in the reviewer role. A field grade officer reviewing a SNCO's FitRep sits in the reviewer role.
How Counseling Connects
MCO 1500.61MCO 1500.61 paragraph 4.c.(2) lists FitRep issuance and JEPES rendering among the eight mandatory counseling occasions. MCO 1500.61 4.c.(2) Every report you submit triggers a counseling session. The counseling branch covers the conversation. This branch covers the report mechanics.
Common Failure Points
- Writer submits without sitting with the Marine first. The Marine reads the report cold. Trust drops.
- Writer carries a halo from one event into every mark. Read the counseling pitfalls leaf for the counter.
- Reviewer rubber-stamps. The writer learns to inflate. The system breaks for the entire section.
- Late submission into APES. Records lag. Promotion boards misfire on incomplete records.
