Start Here If You Are New to CitiManager
Your GTCC account lives in CitiManager, Citi's self-service portal for cardholders. Use the web at https://home.cards.citidirect.com/ or the mobile app on the App Store and Google Play. View your statement, current balance, payment history, and pending charges. Pay your bill (split disbursement covers most of it but you handle any shortfall). Sign up for paperless statements and account alerts. If you applied for a GTCC after March 2020, your CitiManager account was auto-enrolled by Citi during card issuance. CitiManager Web Portal
The web portal is the primary self-service tool for cardholders.

- Update account settings (contact info, paperless preferences).

Login Requirements
The first-time login uses the username and password issued by Citi during account creation. After login, the cardholder is prompted to.
- Set a permanent password.

- Optionally enroll in multi-factor authentication.

The mobile app provides the same self-service functions on iOS and Android.

Auto-Enrollment vs Self-Enrollment
Auto-Enrolled (Cards Issued After March 2020)
If you received your GTCC after March 2020, Citi automatically created your CitiManager account during card issuance. You receive login credentials with the card welcome packet.
Self-Enroll (Cards Issued Before March 2020)
If your card predates March 2020, you must self-enroll at CitiManager.
- Navigate to https://home.cards.citidirect.com/.
- Click "Self-Register."
- Enter the card number, expiration date, and account verification information.
- Set username, password, and security questions.
Older accounts that have not enrolled may have limited self-service access until enrollment completes.
Paperless Statement Enrollment
Paperless statements are encouraged but optional.
Why Paperless
- Faster receipt (immediate availability vs 5-10 day mail delivery).
- No paper to lose or forward during PCS.
- Cleaner electronic recordkeeping for travel claim reconciliation.
How to Enroll
- Log in to CitiManager.
- Navigate to Account Settings > Statement Delivery Preferences.
- Select Paperless.
- Confirm enrollment.
Statements are delivered as PDF downloads or via email notification (the cardholder selects).
Switching Back to Paper
The cardholder can switch back to paper statements at any time through the same Account Settings menu.
Account Alerts
Alerts notify the cardholder of account events in real time.
Common Alert Types
- Transaction posting (any charge over a threshold).
- Payment due reminder (typically 5 days before due date).
- Payment received confirmation.
- Balance threshold crossed (e.g., 75 percent of credit limit).
- Login from new device.
- Suspicious transaction blocked.
How to Set Up Alerts
- Log in to CitiManager.
- Navigate to Account Settings > Alerts.
- Select alert types and delivery method (email, SMS, mobile push).
- Set thresholds where applicable.
Alerts are recommended for all cardholders. Alerts catch unauthorized use early and prevent missed payments.
Payment Methods
Three primary payment methods exist.
Method 1. Split Disbursement (Mandatory and Default)
DoD-wide mandatory. The travel reimbursement is split between the cardholder's bank account and Citi to pay the GTCC bill. Configured in DTS during voucher submission. The GTCC Split Disbursement leaf covers the framework.
Method 2. CitiManager Online Payment
Make a one-time or recurring payment from a linked bank account through CitiManager.
- Log in to CitiManager.
- Navigate to Make a Payment.
- Select payment date, amount, and bank account.
- Confirm and submit.
Online payments post to the account within 1-2 business days.
Method 3. Mail Payment
Mail payments to Citi with the remittance slip from the paper statement and the account number written on the check.

Critical Mail Payment Rules
All mailed payments MUST include.
- The remittance slip from the paper statement.
- The full account number written on the personal check.
Payments without these critical pieces of information run the risk of.
- Being delayed.
- Posting to the wrong account.
- Being returned to sender.
- Being unable to be processed.

What Citi Customer Service Can Do
- Quickly obtain balance and payment information.
- Replace a lost or stolen card.
- Set up or reset a PIN.
- Check the status of an application.
- Set up alerts.
- Discuss specific transactions.
- Initiate a dispute on a charge.
- Coordinate emergency travel cash advance.
What Citi Customer Service Cannot Do
- Bypass the APC for hierarchy or program issues.
- Adjust credit limits without APC validation.
- Override the misuse and suspension framework.
For program-related issues, the cardholder works with the APC, not Citi.
Lost or Stolen Card
If your GTCC is lost or stolen, act immediately.
Step 1. Lock the Card
In CitiManager mobile app, use the Card Lock feature to prevent further use.
Step 2. Notify Citi
Call 1-800-200-7056. Citi cancels the card and issues a replacement.
Step 3. Notify the APC
The APC tracks the incident and may need to update the unit's manpower system.
Step 4. Update DTS Profile
Once the replacement card arrives, update the GTCC information in your DTS profile (and any unticketed authorizations).
Step 5. Review Recent Charges
Review CitiManager for any unauthorized charges. Dispute through Citi customer service.
Disputed Charges
If a transaction is fraudulent or incorrect.
How to Dispute
- Call Citi customer service at 1-800-200-7056.
- Provide the transaction date, merchant, and amount.
- Indicate the dispute reason (fraud, duplicate charge, incorrect amount, service not received).
Dispute Timeline
Citi has 90 days to investigate the dispute. During investigation, the disputed amount is removed from the cardholder's payment obligation.
Documentation
Retain receipts and any correspondence with the merchant. Citi may request supporting documentation during the investigation.
Account Monitoring Best Practices
Monthly Review
Log in to CitiManager monthly. Review.
- Recent transactions for accuracy.
- Statement balance vs reimbursement amount.
- Payment posting confirmation.
Pre-Travel Check
Before any TDY or PCS, log in to CitiManager and verify.
- Card is active.
- Available credit covers anticipated travel costs.
- Account profile reflects current contact information.
- DTS profile matches CitiManager.
Post-Travel Reconciliation
After every voucher submission, log in to CitiManager and verify.
- Split disbursement posted to the account.
- Bill paid in full or shortfall identified.
- Manual payment submitted for any shortfall.

How do I log in to CitiManager?

How do I download my statement?

How do I make a payment if split disbursement does not cover the full bill?
