Liberty is the authorized absence from duty during non-working hours. Regular liberty starts at the end of normal working hours and ends at the start of working hours the next workday. Weekend liberty runs Friday evening through Monday morning. Public holidays add a 96-hour or 72-hour liberty period. Special liberty (3 or 4 days) is granted for compensation, recognition, or special circumstances. Liberty does NOT allow you to leave the general vicinity of the base. The local commander defines liberty limits in writing. You can combine local leave with liberty per MARADMIN 625/24MARADMIN 625/24 and only be charged leave for duty days.

What Liberty Is

Per MCO 1050.3JMCO 1050.3J Chapter 3 paragraph 1, liberty is permission to be absent from the duty station during non-working hours. Liberty does NOT include permission to leave the general vicinity of the base.

Liberty is administrative time off from duty. Unlike leave, liberty is not chargeable against the Marine's accrued leave balance.

Regular Liberty

Per Chapter 3 paragraph 1.a, regular liberty is normally granted from the end of normal working hours on one day to the commencement of working hours on the next working day.

Weekend Liberty

On weekends, regular liberty is normally authorized to commence at the end of working hours on Friday afternoon until the commencement of normal working hours on the following Monday morning.

For Marines on shift work, equivalent schedules are arranged. The days of the week may vary based on the shift cycle.

3-Day Maximum

Regular liberty periods do NOT exceed 3 days.

Public Holiday Liberty

Public holiday weekends and public holiday days or periods specifically authorized by the President of the United States are regular liberty periods. The 96-hour or 72-hour holiday liberty (depending on the holiday and command policy) falls within the regular liberty framework.

Special Liberty (3 or 4 Days)

Per Chapter 3 paragraph 1.c, special liberty periods of 3 or 4 days are granted on special occasions or in special circumstances.

Qualifying Reasons

Special liberty is granted for.

• Compensation for significant periods of unusually extensive working hours.
• Special recognition for exceptional performance (e.g., Marine of the Quarter or Year).
• Compensation for long or arduous deployment from home station or homeport, afloat or in the field.
• Compensation to Marines on ships in overhaul away from homeport.
• Compensation for duty at a unit or activity where normal liberty is inadequate due to isolated locations.
• Traffic safety consideration for long weekends or avoidance of peak traffic periods.
• House hunting trips for Marines returning from overseas tours who are not otherwise eligible for Permissive TAD.

3-Day Special Liberty Definition

Per paragraph 1.d.(1), 3-day special liberty is a liberty period designed to give a Marine 3 full days absence from work or duty. It usually begins at the end of normal working hours on a given day and expires with the start of normal working hours on the fourth day.

Examples.

• Monday evening until Friday morning.
• Friday evening until Tuesday morning.

When a 3-day liberty period covers only regular liberty time (e.g., Saturday and Sunday with a Friday or Monday national holiday), the time off is regular liberty (not special).

4-Day Special Liberty Definition

Per paragraph 1.d.(2), 4-day special liberty is a liberty period designed to give the Marine 4 full days absence from work or duty. It usually expires with the start of normal working hours on the fifth day and includes at least 2 consecutive non-work days.

Example. Wednesday evening until Monday morning.

Restrictions on Combination

Per paragraphs 1.d.(3) and 1.b, special liberty.

• Cannot be combined with regular liberty or holiday periods when the combined absence exceeds 4 days.
• Cannot be effective in succession or used in series through recommitment immediately after return to duty.

Combining Leave and Special Liberty

Per Chapter 3 paragraph 1.d.(4), leave and special liberty cannot be combined in continuous absence from the duty station UNLESS the Marine is within the local area.

Local Area Combination

Leave and special liberty may be combined when the Marine.

• Is physically within the vicinity of the local area of the Primary Duty Station.
• Is available for recall to duty during the special liberty period.

When combined with special liberty under these conditions, Marines are NOT charged annual leave during the special liberty period (provided they are within the specified liberty limits).

MARADMIN 625/24 Update

Per MARADMIN 625/24MARADMIN 625/24 paragraph 3 (effective immediately), Marines are authorized to take local leave in conjunction with liberty and are charged leave only for those days that are duty days.

Compensatory Liberty (Holiday Duty)

Per Chapter 3 paragraph 1.e, when the operational situation permits, compensatory time off as liberty is normally granted following duty on national holidays.

Day-for-Day Compensation

When granted, compensatory time off is normally on the first working day following the holiday. If the holiday falls on a weekend, either Friday or Monday is designated as the non-workday. Compensatory time off is applied to both the holiday and the designated non-workday on a day-for-day basis.

Extensions of Liberty

Per Chapter 3 paragraph 1.f, when a Marine requests an extension of an authorized special liberty period and the total time (special liberty plus extension) exceeds 4 days, the portion exceeding the special liberty IS charged to the Marine's leave account.

Medical Restrictions

Per Chapter 3 paragraph 1.g, Marines under treatment for infectious or contagious disease are NOT granted liberty while in an infectious stage. Exception. The officer in command or competent medical authority may authorize liberty for urgent personal matters.

Liberty Limits

Per Chapter 3 paragraph 2, liberty does NOT include permission to leave the general vicinity of the base.

Local Definition

Commanders define liberty limits in local liberty regulations after considering.

• The local situation.
• The surrounding facilities.
• Availability of transportation.
• Commuting distances.
• Other pertinent factors.

Common Liberty Boundaries

Common Marine Corps liberty boundaries include.

• 24-hour boundary. The general vicinity of the PDS, typically 100 to 250 miles.
• 48-hour boundary. Extended liberty boundary for 3-day weekends.
• 72-hour boundary. For 3-day liberty (special liberty or holiday).
• 96-hour boundary. For 4-day liberty (special liberty or major holiday).

The local commander's leave and liberty regulation specifies the exact mileage or geographic boundaries for each.

Liberty Passes

Per Chapter 3 paragraph 3, a valid Armed Forces Identification Card suffices to identify a Marine on authorized liberty.

When Liberty Passes Are Required

Liberty passes are used to control the authorized absence (other than leave or administrative absence) of Marines below the grade of corporal (E-3 and below) when the commander or senior officer in the chain of command deems it necessary for.

• Security.
• Operational.
• Other overriding circumstances.

Pass Types

When deemed necessary, the following passes and lists may be used.

Regular Liberty Passes

Per paragraph 3.a, when liberty passes are prescribed for regular liberty within the general vicinity of the duty station, commands develop internal control measures. NAVMC 10471NAVMC 10471 (Liberty Pass) is authorized.

Liberty Lists

Per paragraph 3.b, when liberty passes are used, liberty lists are maintained using NAVMC 10472NAVMC 10472 or locally devised lists.

Special Liberty Passes

Per paragraph 3.c, when special liberty or permission to leave the general vicinity is deemed necessary, the Liberty Request / Out of Bounds Pass forms may be used.

Special Passes (Foreign Countries)

Per paragraph 3.d, when deemed appropriate, the commander may require special passes for regular or special liberty involving visits to foreign countries or places contiguous to local liberty areas.

Public Holidays

Per Chapter 3 paragraph 4, the following federal holidays are observed unless military operations prevent.

• New Year's Day (1 January).
• Birthday of Martin Luther King, Jr. (third Monday in January).
• Washington's Birthday (third Monday in February).
• Memorial Day (last Monday in May).
• Juneteenth National Independence Day (19 June).
• Independence Day (4 July).
• Labor Day (first Monday in September).
• Columbus Day (second Monday in October).
• Veterans Day (11 November).
• Thanksgiving Day (fourth Thursday in November).
• Christmas Day (25 December).

When a holiday falls on a Saturday, the Friday before is the holiday. When a holiday falls on a Sunday, the Monday after is the holiday.

Absence Over Liberty (AOL)

Per MCO 1050.3JMCO 1050.3J Chapter 3 paragraph 5, absence over liberty is failure to return on the day and time of return specified in the liberty authorization.

Treatment as Unauthorized Absence

AOL is treated as unauthorized absence (UA) and may result in.

• UCMJ action under Article 86 (Absence without leave).
• Loss of pay for the unauthorized period.
• Adverse impact on promotion, security clearance, and career advancement.

The threshold for UA depends on the duration. Brief late returns may be handled administratively. Extended absences trigger formal UA processing.

Marine Officer Liberty (Authority and Etiquette)

Officers are not subject to the same pass-required framework as junior enlisted Marines. Officers exercise judgment within the established local liberty limits.

Officer authority over enlisted Marine liberty includes.

• Granting regular liberty.
• Approving special liberty for compensation or recognition.
• Imposing local liberty restrictions for unit operational reasons.
• Restricting liberty for individual Marines for disciplinary reasons.

Verifying Liberty Status

A liberty card or unit liberty list confirms the Marine's authorized liberty period. The Marine.

• Carries a valid Armed Forces ID card on liberty.
• Knows the unit's local liberty boundaries.
• Knows the recall procedure (typically the unit duty officer or the chain of command).
• Returns to the unit by the specified day and time of return.

Common Questions Marines Ask

What is the difference between liberty and leave?

Liberty is non-chargeable absence from duty during non-working hours, weekends, or holidays, within the local area. Leave is chargeable absence (counts against your accrued leave balance) for personal time off, typically allowing travel outside the local area.

What is my liberty boundary?

Per MCO 1050.3JMCO 1050.3J Chapter 3 paragraph 2, your local commander sets the liberty boundary in writing. Common boundaries are 24-hour, 48-hour, 72-hour, and 96-hour zones around the PDS. Verify with your unit's leave and liberty policy or your S-1.

Can I take a 96-hour holiday weekend without using leave?

Yes. The 96-hour or 72-hour holiday liberty period authorized by the commander is regular liberty (not chargeable as leave). Your local commander defines the boundaries.

Can I leave the state on weekend liberty?

Per Chapter 3 paragraph 2, liberty is restricted to the general vicinity of the base. Whether you can leave the state depends on your local liberty boundary. A 24-hour 100-mile boundary may keep you in-state. A 48-hour 300-mile boundary may allow inter-state travel. Verify with your unit's leave and liberty policy.

I am an E-3. Do I need a liberty pass?

Per Chapter 3 paragraph 3, liberty passes for E-3 and below are required ONLY when the commander deems necessary for security, operational, or other overriding circumstances. Most commands do NOT require liberty passes for routine weekend liberty. Check your unit's policy.

I worked through a national holiday. Do I get compensatory liberty?

Per Chapter 3 paragraph 1.e, when the operational situation permits, compensatory time off as liberty is normally granted on a day-for-day basis on the first working day following the holiday. The local commander grants the comp time.

Can I extend my 96-hour liberty by a day?

Per Chapter 3 paragraph 1.f, an extension of special liberty that exceeds 4 days requires the excess to be charged as leave. The commander approves the extension and the leave charge.

Can I take leave on Monday after a 72-hour holiday weekend?

Per MARADMIN 625/24MARADMIN 625/24 paragraph 3, yes. Liberty-leave combinations are allowed within local boundaries. You are charged leave only for the duty days that are leave days. The Annual Leave page covers the framework.

I returned from liberty 2 hours late. What happens?

A brief late return is typically handled administratively (counsel sheet, page 11). An extended absence triggers formal UA processing under Article 86 UCMJ. Coordinate with your chain of command immediately upon return.
