OCONUS Tour Extension Incentive (OTEIP)

The OCONUS Tour Extension Incentive Program is a one-time benefit for Marines in Service-designated specialties who extend a completed OCONUS tour at a designated location for at least 1 year. The Marine elects one of three benefits. Special pay up to $80/month, an annual bonus up to $2,000, or Special Rest and Recuperative absence (15 to 30 days) with round-trip Government transportation.

What OTEIP Is

Per Chapter 14 paragraph 1.1, the chapter establishes policy for the incentive available to qualified Marines extending duty at designated locations overseas.

Per paragraph 2.0, the special pay or bonus is structured to reward extending an OCONUS tour at a Service-designated location in a Service-designated specialty.

Eligibility

Per Chapter 14 paragraph 2.1, a Marine is eligible if all of these apply.

• Entitled to basic pay.
• Has a specialty designated by the Secretary of the Military Department concerned for OTEIP.
• Has completed a tour of duty at a designated OCONUS location.
• At the end of the tour, executes an agreement to extend the tour for not less than 1 year.

The Marine Corps designates the specific specialties and locations. Marine Corps Order 1300.8 Chapter 6 Section 13 governs the Marine Corps OTEIP designation list.

Benefit Election

Per Chapter 14 paragraph 2.2 and 3.2, when the Secretary accepts the extension agreement, the Marine elects one of the following benefits.

Option 1. Special Pay (Monthly Installments)

Per paragraph 2.2.1, special pay in monthly installments at an amount prescribed by the Secretary, not to exceed $80 per month for the duration of the 1-year extension.

Option 2. Annual Bonus

Per paragraph 2.2.2, an annual bonus at an amount prescribed by the Secretary, not to exceed $2,000 per year. The bonus is paid in either a lump sum or monthly installments.

Option 3. SR&R Absence (30 Days)

Per paragraph 3.2.1, a period of Special Rest and Recuperative absence for not more than 30 days. The 30-day SR&R is leave in lieu of the special pay or bonus.

Option 4. SR&R Absence with Round-Trip Government Transportation

Per paragraph 3.2.2 and 3.2.3.

• 15 days SR&R for tours 12 months or less, plus round-trip Government transportation from the OCONUS station to the nearest port in the 48 contiguous states (or alternate destination at no greater cost).
• 20 days SR&R for tours longer than 12 months, plus round-trip Government transportation as above.

Selection Timing

Per Chapter 14 paragraph 2.3, not later than the date the Secretary accepts the extension agreement, the Secretary notifies the Marine whether the Marine receives special pay or bonus. The payment rate is fixed at the time of agreement and does not change during the period of the extended tour.

For SR&R, the election is made at the time of the extension agreement.

Travel Time for SR&R

Per Chapter 14 paragraph 3.3, travel time between the CONUS port (or alternate destination) and the SR&R absence point counts within the 15-day or 20-day SR&R period. The non-chargeable leave period continues until the day before return to the designated port. Travel time between the CONUS port and the OCONUS location is non-chargeable and is not included in the 15-day or 20-day SR&R.

Limitations on SR&R

Per Chapter 14 paragraph 3.4, the SR&R absence and round-trip transportation option does not combine with any temporary duty or transportation entitlement that would result in the round-trip portion of the option exceeding the round-trip cost from the Marine's tour of duty station to the nearest CONUS port.

Restriction on Combining

Per Chapter 14 paragraph 2.5, a Marine who elects an SR&R absence under section 3.0 is not entitled to the special pay or bonus for the same period of extension. The Marine elects one benefit per qualifying extension.

Repayment

Per Chapter 14 paragraph 2.4, a Marine who enters into a written agreement to extend the tour and receives a bonus payment but does not complete the obligated service is subject to the repayment provisions of Volume 7A Chapter 2.

Marine Corps Service Regulation

Per Chapter 14 paragraph 4.4, the Marine Corps regulation is Marine Corps Order 1300.8 Chapter 6 Section 13. This order specifies which Marine Corps specialties and OCONUS locations are designated for OTEIP, the Marine Corps benefit election process, and the documentation required.

Verifying OTEIP on the LES

For special pay and bonus elections, a monthly LES check confirms entries are correct.

Step 1. Pull Your LES

Through MyPay each payday during the OTEIP-paid period.

Step 2. Verify the OTEIP Line

The LES shows OTEIP as a line item under Entitlements. Special pay shows monthly. Bonus payments show in a single month for lump sum or across monthly installments per the agreement.

Step 3. Resolve Discrepancies

Coordinate with your S-1. The reporting unit (I&I S-1 with direct UD/MIPS access, or a battalion S-1 routing through their PAC) routes through DFAS Marine Corps Pay.

Common Questions Marines Ask

I am at MCAS Iwakuni in a designated specialty. I want to extend for another year. What benefit options do I have?

Per Chapter 14 paragraphs 2.2 and 3.2, you elect one of: $80/month special pay, $2,000/year bonus, 30 days SR&R, OR 15-20 days SR&R plus round-trip Government transportation. Verify your specialty is on the Marine Corps OTEIP designated list per MCO 1300.8MCO 1300.8 Chapter 6 Section 13. Coordinate with your career planner.

What is the difference between OTEIP SR&R and regular leave?

OTEIP SR&R is non-chargeable leave (it does not draw from your accrued leave balance). Regular leave is chargeable. The OTEIP SR&R absence is the trade-off for choosing it instead of the special pay or bonus.

I extended my tour for 18 months. Do I get OTEIP for 18 months or only 12?

OTEIP is paid for the full extension period. The 1-year minimum is the eligibility threshold. Extensions longer than 1 year qualify per the same rate structure for the full extension period.

I elected the $80/month OTEIP and the Marine Corps cancels my orders early due to a unit deactivation. Will the OTEIP be recouped?

Per Chapter 14 paragraph 2.4 and Volume 7A Chapter 2, recoupment applies to bonus payments where the Marine fails to complete the obligated service. For monthly special pay (the $80/month), the Marine receives only the months served, so there is typically nothing to recoup. For bonus payments (lump sum), the unearned portion is subject to recoupment unless a Chapter 2 exception applies.

I am extending an OCONUS tour. Do I get OTEIP and HDP-L stacking?

Yes. OTEIP and HDP-L are independent. HDP-L is for substandard living conditions at the designated location. OTEIP is the extension incentive. Both are payable concurrently if you qualify under each.
