Initial Uniform Allowance is a one-time entitlement to help offset the cost of officer uniforms (Service A, Service B, Dress Blues, mess dress for officer billets requiring it). The allowance is paid as reimbursement and shows on the LES as a single line item shortly after commissioning. Marine officers do NOT receive ongoing CCRA (Cash Clothing Replacement Allowance) like enlisted Marines.

What Officer Uniform Allowance Is

Per Chapter 30 paragraph 1.1, officers of the Armed Forces of the United States may be entitled to an initial uniform allowance and an additional active-duty uniform allowance. The allowance helps officers offset the substantial out-of-pocket cost of purchasing required Marine Corps uniforms.

Marine officers do NOT receive an in-kind uniform issue or ongoing CCRA payments. Officers buy their own uniforms throughout the career. The initial allowance partially offsets the upfront cost.

Initial Uniform Allowance

Per Chapter 30 paragraph 2.0.

Eligibility

Per paragraph 2.2.1, the Initial Uniform Allowance is payable only ONCE to an officer upon any of these qualifying conditions.

• First reporting for Active Duty (other than for training) for a period of more than 90 days. A Marine entering AD as an officer in a Regular Component or upon NROTC graduation qualifies.
• Completing at least 14 days of Active Duty or Active Duty for Training as a Reserve Component officer.
• Completing 14 periods of Inactive Duty Training as a Ready Reserve officer (each IDT period at least 2 hours).
• Reporting for the first period of Active Duty required of an Armed Forces Health Professions Scholarship Program (HPSP) member.

Marine Officer Commissioning Sources

Marine officers entering Active Duty after commissioning through these sources qualify for the Initial Uniform Allowance.

• Officer Candidates School (OCS).
• Naval Reserve Officers Training Corps (NROTC) at participating universities.
• United States Naval Academy (USNA).
• Marine Corps Enlisted Commissioning Education Program (MECEP).
• Meritorious Commissioning Program (MCP).
• Direct Commission (limited skill specialties).
• Limited Duty Officer (LDO) selection.
• Warrant Officer (CWO) appointment.

Amount

Per Chapter 30 paragraph 2.3, all officer personnel commissioned or appointed in the Regular or Reserve Components of the Army, Navy, Air Force, and Marine Corps are authorized $400 as reimbursement for the purchase of uniforms and equipment, regardless of the source of commission or previous enlisted status.

The $400 is a flat amount. It applies equally to a brand-new 2nd Lieutenant from OCS and to a Captain MCP graduate.

Single Payment Per Career

Per paragraph 2.4.1, if a Marine has received an Initial Uniform Allowance in any amount as an officer under any qualifying condition, the Marine cannot receive the allowance again.

Exception per paragraph 2.2.2: A Reserve officer transferring to another Reserve Component that requires a different uniform may receive another Initial Uniform Allowance. The Marine Corps to Air National Guard transition would be an example.

Regular Officer Service Transfers

Per paragraph 2.4.2, Regular officers may NOT receive this allowance when transferring to another Military Service. A Marine officer transferring to the Army does not receive a new Initial Uniform Allowance.

Physical Qualification Required

Per paragraph 2.4.4, an officer must be determined physically qualified for Active Duty before entitlement to the Initial Uniform Allowance accrues. The MEPS or commissioning physical satisfies this requirement.

Additional Active-Duty Uniform Allowance

Per Chapter 30 paragraph 3.0.

Eligibility

Per paragraph 3.1, the Additional Active-Duty Uniform Allowance applies to.

• Officers of Reserve Components.
• Officers of the Army or Air Force of the United States without specification of component.
• ROTC graduates appointed in Regular Components.

When Payable

Per paragraph 3.2.1, the Additional Active-Duty Uniform Allowance is payable for each instance of entry or reentry into Active Duty or Active Duty for Training (including authorized travel time) for more than 90 days.

The 90-day threshold can be met under a single set of orders or under two or more orders requiring a continuous period of more than 90 days AD.

Per paragraph 3.2.2, an officer commissioned in a Regular Component upon ROTC graduation accrues entitlement on commencement of duty as a Regular officer.

Amount

Per Chapter 30 paragraph 3.3, the Additional Active-Duty Uniform Allowance is payable to qualified officers at the amount of $200 as reimbursement for the purchase of required uniforms and equipment.

Restrictions

The Additional Active-Duty Uniform Allowance is NOT payable if the officer has already received the allowance in the prior 24 months for the same activation. The chapter framework prevents Reserve officers from receiving the additional allowance for back-to-back activations.

Marine Officer Uniform Reality

The $400 Initial Uniform Allowance covers a small fraction of the actual cost of Marine officer uniforms. A complete officer uniform set typically costs.

• Service Alpha (Service A). $300 to $500.
• Service Bravo (Service B). $200 to $400.
• Service Charlie (Service C). $150 to $250.
• Marine Corps Combat Utility Uniform (MCCUU). $100 to $200 (multiple sets typical).
• Dress Blue Charlie. $400 to $600.
• Dress Blue Alpha (Dress Blue A). $700 to $1,200 (full set including trousers and white belt).
• Mess Dress (for billet requirements at the O-4 and above level). $1,000+.
• Footwear (Service shoes, dress shoes, combat boots). $400 to $600 over a career.
• Cover (frame cover, garrison cover). $150 to $300.
• Insignia (rank, ribbons, badges). Variable.

Total initial outfitting for a brand-new 2nd Lieutenant typically runs $2,500 to $4,500 out of pocket beyond the $400 allowance.

Comparison to Enlisted CMA

Marine officers do NOT receive.

• An in-kind uniform issue at commissioning (recruits at MCRD receive in-kind issue).
• Cash Clothing Replacement Allowance (CCRA) annually like enlisted Marines.
• Marine Corps Supplementary Clothing Allowances (per Chapter 29 Tables 29-8A through 29-8C, those are for enlisted special duty).

The Civilian Clothing Allowance (Chapter 29 paragraph 5.3) applies to officers ONLY for assignments OCONUS requiring civilian clothing wear. Domestic civilian-clothing assignments do not qualify Marine officers for civilian clothing allowance.

Verifying Officer Uniform Allowance on the LES

A monthly LES check around the commissioning date or the activation date confirms the allowance entries.

Step 1. Pull Your LES

Through MyPay each payday after commissioning or AD entry.

Step 2. Verify the Initial Uniform Allowance Line

The LES shows the allowance as a one-time line item under Entitlements shortly after commissioning. Common abbreviation. INITIAL UNIF ALL or UNIF ALL.

Step 3. Verify the Additional Active-Duty Uniform Allowance Line (RC Officers)

For RC officers re-entering AD over 90 days, the Additional Active-Duty Uniform Allowance shows in the same line during the AD activation period.

Step 4. Resolve Discrepancies

Coordinate with your S-1. The reporting unit (I&I S-1 with direct UD/MIPS access, or a battalion S-1 routing through their PAC) routes through DFAS Marine Corps Pay.

For new commissioned officers entering AD, the allowance typically processes automatically through MOS School or first duty station S-1.

Common Questions Marines Ask

I recently commissioned through OCS. When does my $400 Initial Uniform Allowance hit my LES?

Per Chapter 30 paragraph 2.2.1, your eligibility accrues on the day you report to your first Active Duty assignment over 90 days. The Basic School (TBS) reporting typically triggers the allowance. Verify with your TBS S-1 (or first PCS S-1 if directly to a unit) that the allowance has processed.

I am a prior-enlisted Marine commissioned through MECEP. Do I still get the $400 allowance?

Per Chapter 30 paragraph 2.3, yes. The allowance applies regardless of source of commission or previous enlisted status. Your prior CCRA payments as an enlisted Marine do not disqualify you from the officer Initial Uniform Allowance.

I am a Reserve officer activated for an 11-month deployment. Do I get any uniform allowance?

Per Chapter 30 paragraph 3.2.1, yes. The Additional Active-Duty Uniform Allowance of $200 applies because your activation is more than 90 days. The allowance helps offset the cost of additional uniform sets needed for the extended deployment.

I am switching from the Reserve Component to the Active Component. Will I get a new Initial Uniform Allowance?

Per Chapter 30 paragraph 2.4.1, no. If you have already received an Initial Uniform Allowance under any qualifying condition (e.g., as a Reserve officer completing 14 days AD), you cannot receive it again as a Regular officer.

Why don't I get CCRA like enlisted Marines?

Per Chapter 29 paragraph 5.3 and Title 37 U.S.C. section 419Title 37 U.S.C. section 419, CCRA and the standard initial clothing allowance apply to enlisted Marines only. Officers buy their own uniforms throughout the career. The Initial Uniform Allowance is the only direct uniform-related entitlement for officers.

I deploy to a U.S. Embassy as the Marine attache. Do I get civilian clothing allowance?

Per Chapter 29 paragraph 5.3, yes. The Civilian Clothing Allowance applies to officers at OCONUS PDS requiring civilian clothing wear.
