The reenlistment process has FIVE core eligibility criteria and FOUR primary steps. ELIGIBILITY requires (1) End of Active Service (EAS) within the cohort window, (2) Command recommendation, (3) MOS boatspace availability, (4) Physical fitness and body composition compliance, (5) No adverse material in the record. Eligibility Criteria
Criterion 1. EAS Within the Cohort Window
Each FY Retention Campaign MARADMIN defines the cohort. Example. The FY27 cohort is Marines with End of Current Contract (ECC) between 1 October 2026 and 30 September 2027 per MARADMIN 590/25MARADMIN 590/25.
How to Identify Your Cohort
- Check your contract end date in MCTFS or MOL.
- Compare to the current FY Retention Campaign MARADMIN.
Criterion 2. Command Recommendation
The chain of command must recommend the Marine for reenlistment.
- Demonstrated performance and leadership.
- No significant adverse incidents.
- Alignment with unit retention priorities.
Criterion 3. MOS Boatspace Availability
Boatspaces are the core control mechanism for reenlistment. Each MOS has specific quotas managed by HQMC.
- Closed PMOSs limit reenlistment.
- LATMOV available when PMOS is closed.

Criterion 4. Physical Fitness and Body Composition
Marines must meet.

The first step in any retention action.

Set Up an Appointment
Schedule with the Career Counselor to begin the package.
Step 2. Complete a Package
All requests begin with NAVMC 11537NAVMC 11537 (RELM). The Career Counselor guides completion.
What NAVMC 11537 (RELM) Covers

Required Supporting Documents
The Career Counselor identifies what is needed. Typical components.

Each office verifies different aspects.

Step 3. Return to Career Counselor
Once the Marine has completed all required paperwork.
Career Counselor Actions
- Reviews the complete package.
- Submits to the Commanding Officer for endorsement.
- Coordinates corrections if needed.
CO Endorsement
The Commanding Officer endorses the package, confirming.
- The Marine meets eligibility criteria.
- The unit recommends reenlistment.
- The package is complete.
Electronic Submission via TFRS
Once CO endorses, the Career Counselor submits the package electronically to HQMC (MMEA) through Total Force Retention System (TFRS).
Optional. Engage the PMOS Monitor
At any point during the process, the Marine may reach out to the PMOS Monitor to discuss assignment options. Methods.

- Phone.
The Monitor provides career and future options including duty station opportunities.
Step 4. Action Request Upon Decision from HQMC
After HQMC review and decision, the request returns to the Career Counselor.
Two Options
Accept
If the Marine is ready to "Stay Marine," the Marine accepts the approved request.
Decline
If the Marine is not at that point of executing the request, the Marine may decline.
NO Negative Repercussions for Declining
There are NO negative repercussions from declining your request. You can resubmit another request up to HQMC.
Caveat. Specific DSIs or Assignments May Not Be Available
If the original approval included specific DSIs or assignments. Those same options and locations may NOT be available with future resubmissions.
Recommendation. Discuss With Career Counselor and PMOS Monitor
Marines are highly encouraged to discuss with the Career Counselor and PMOS Monitor before declining. The opportunity may not return.

- PHA (Periodic Health Assessment) current.
- No medical conditions disqualifying for continued service.
- No pending DES referral.
Dental Readiness
- Dental classification current.
- No conditions disqualifying for deployment.
Legal (S-1)
- No pending UCMJ actions.
- No civilian charges or convictions.
- No legal restrictions on continued service.
Security (S-2)
- Security clearance status current.
- No suspensions or revocations.
- Clearance level appropriate for new MOS or assignment if applicable.
Operations (S-3)
- Unit operational requirements assessment.
- Deployment status considerations.
- Training and qualification status.
SACO
- No assignment to Marine Corps Substance Abuse Program.
- No pending substance abuse evaluation.
- No documented substance abuse incidents within disqualifying timeframes.

Common Procedural Errors
Error 1. Skipping the Career Counselor
Marines who try to handle reenlistment paperwork without the Career Counselor often miss requirements or submit incorrectly.
Error 2. Late Engagement
Engaging 30 days before EAS gives no time to resolve issues. 12-18 months out is the recommended window.
Error 3. Missing Endorsements
Each required endorsement is necessary. Missing any one delays processing.
Error 4. Not Engaging PMOS Monitor
Many Marines skip the Monitor conversation. The Monitor may have career-shaping insights.
Error 5. Declining Without Discussion
Declining can be the right choice but should follow discussion with the Career Counselor and Monitor. Specific DSIs and assignments may not be available with resubmissions.
