Start Here If You Are New to Separations and Retirement
The Marine Corps separations and retirement framework is governed by MCO 1900.16MCO 1900.16 (MARCORSEPMAN). At HQMC, the Manpower Management Separation and Retirement (MMSR) branch operates four sections that handle different aspects of the lifecycle. MMSR-2 handles enlisted and officer separation matters. MMSR-4 handles disability separations, retirements, and limited duty. MMSR-5 handles reservist matters. MMSR-6 handles retired services and pay. The framework covers two main paths. Active duty separation (voluntary and involuntary) and active duty retirement (length of service or TERA when authorized). The Reserve component has its own retirement framework based on qualifying service, retirement points, and age-based pay start. The Disability Evaluation System (DES) overlaps both separation and retirement. Common failure points include incorrect SPD or RE code assignment, missing Transition Readiness Seminar completion, late retirement request submission, incomplete medical documentation, leave balance errors at EAS, and outdated dependency data. Per MCO 1900.16MCO 1900.16 and MMSR published guidance.

The Lifecycle Perspective
A Marine's career ends through one of three primary pathways.
Pathway 1. Active Duty Separation
Voluntary or involuntary departure before retirement eligibility.
- Voluntary. EAS, Early Release, Convenience, Hardship, Education programs.
- Involuntary. Misconduct, Performance, Standards failure, Drug abuse.
The Voluntary Separations and Involuntary Separations leaves cover these pathways.
Pathway 2. Active Duty Retirement
Departure with pension eligibility.
- Length of service (20+ years).
- Temporary Early Retirement Authority (TERA, 15-19 years when authorized).
The Retirement Types and Eligibility, Retirement Timeline, and Retired Pay leaves cover these pathways.
Pathway 3. Reserve Retirement
Reserve Marines retire under a different framework.
- 20 qualifying years.
- Pay starts at age 60 (with NDAA 2008/2011 reductions possible).
The Reserve Retirement leaf covers this framework.
The Disability Evaluation System (DES)
Crosses both separation and retirement.
- DES outcomes can result in separation (Unfit with severance, Unfit without severance) OR retirement (TDRL, PDRL).
The Disability Evaluation System and Limited Duty leaves cover this framework.
Active Duty vs Reserve Retirement Distinctions
Active Duty Retirement
- Based on YEARS OF ACTIVE SERVICE.
- 20+ years required for length of service retirement.
- Pay begins immediately on retirement.
- High-3 or BRS pay calculation.
Reserve Retirement
- Based on QUALIFYING YEARS (50+ retirement points per anniversary year).
- 20 qualifying years required.
- Pay begins at age 60 (with NDAA 2008/2011 reductions for qualifying active duty service).
- Pay calculation based on retirement points (P/360 × 0.025 × B = $/MONTH).
The Reserve Retirement leaf covers the qualifying year and points framework in detail.
Common Failure Points
Per MMSR published guidance, the following are common errors that delay or compromise separations and retirements.
Incorrect SPD or RE Code Assignment
The Separation Program Designator (SPD) and Reenlistment Eligibility (RE) codes drive future eligibility. Incorrect codes can prevent reenlistment in another component or affect VA benefits.
The SPD and RE Codes leaf covers the framework.
Missing TRS Completion
Transition Readiness Seminar (TRS) completion is required for transition. Missing TRS delays the separation or retirement.
The Transition Requirements leaf covers TRS.
Late Retirement Request Submission
Retirement requests should be submitted 6-18 months before the requested separation date. Late submissions risk processing delays.
The Retirement Timeline leaf covers the recommended timing.
Incomplete Medical Documentation
Medical clearance, final physical (active duty only), and documentation requirements must be complete before separation or retirement.
Leave Balance Errors at EAS
Leave sell-back is a one-time framework with a 60-day career cap. Errors in leave balance can affect final pay.
The Terminal Leave page in the Leave and Liberty parent group covers the framework.
Awards and OMPF Not Finalized
Final awards must be processed and entered in the OMPF before separation. Awards processed after separation create administrative complications.
Dependency Data Not Updated
DEERS dependency data must be current at separation. Outdated data affects survivor benefits, transitional healthcare, and other entitlements.
