You served with a unit during a qualifying period. The unit was recognized later for what it did during that time. Now your old battalion has a Meritorious Unit Commendation streamer on its colors and you are wondering whether you wear that ribbon, how participation gets verified, and whether your assignment dates line up correctly.

Unit decorations recognize collective performance, not individual performance. Every Marine assigned to the unit during the qualifying period participates in the award. The participation rule sounds simple but catches Marines off guard during PCS, deployment splits, and unit reorganizations. This page walks you through unit awards from your seat as a General Marine. By the end you will know.

What Unit Awards Are

Per SECNAV M-1650.1SECNAV M-1650.1 paragraph 1.2.a.(2), unit decorations recognize ships and units "for collective demonstration of Extraordinary Heroism in combat, or for otherwise exceptionally meritorious achievement." The unit acts as a team. The award belongs to the unit, but every Marine assigned during the qualifying period wears the ribbon as a participation credit.

The Department of the Navy has three unit decorations, in descending order of precedence per Chapter 3 paragraph 3-9.

1. Presidential Unit Citation (PUC)
2. Navy Unit Commendation (NUC)
3. Meritorious Unit Commendation (MUC)

Why Unit Awards Matter to You

Unit awards land on your rack permanently and follow you to your DD-214 at separation. They tell the story of where you served and what your unit did while you were there. Three reasons they matter.

• Permanent participation credit. Once your assignment dates line up with a qualifying period, the award is permanent. Subsequent assignments to that same unit do not strip it.
• Multiple awards possible. A Marine assigned to a unit through multiple qualifying periods receives multiple awards (denoted by service stars per the tab).
• DD-214 reflection. Unit awards appear on the DD-214 alongside your individual decorations. Civilian employers and federal hiring panels look at unit awards as evidence of unit-level service in named operations.

The Three DON Unit Decorations

Presidential Unit Citation (PUC)

Per SECNAV M-1650.1SECNAV M-1650.1 Appendix 3A Tab 1.

• Authorization. Executive Order 10694 of 10 January 1957.
• Effective Date. On or after 16 October 1941.
• Criteria. Awarded as public evidence of deserved honor and distinction to any ship, aircraft, naval unit, or any Marine Corps aircraft detachment or higher unit, for outstanding performance in combat with the enemy.
• Standard. Per Tab 1 paragraph c.(2), the unit must have distinguished itself by Extraordinary Heroism (EH) in action with the enemy, and exhibited gallantry and determination in overcoming difficult and hazardous conditions so as to render itself outstanding compared to similar units participating in the same or similar engagements.
• Equivalence baseline. Per paragraph c.(4), to justify the award, the unit must have rendered itself conspicuous by action of a character comparable to that which would merit award of the Navy Cross (NX) to an individual.
• Approval authority. President of the United States.
• Subsequent awards. 3/16-inch bronze star (silver after five bronze).

The PUC is rare. Per paragraph c.(5), the PUC normally awards only to units that participated in a single combat action or successive actions covering relatively brief time spans. The standard recognizes that entire units cannot sustain Navy Cross-level heroism over extended periods.

Navy Unit Commendation (NUC)

Per SECNAV M-1650.1SECNAV M-1650.1 Appendix 3A Tab 2.

• Authorization. ALNAV 224 of 18 December 1944.
• Effective Date. On or after 7 December 1941.
• Criteria. Awarded to any ship, aircraft, detachment, or other unit of the Navy or Marine Corps that has distinguished itself by either outstanding heroism in action against the enemy (but not sufficient to merit the PUC), or extremely meritorious service not involving combat but in support of military operations, such as to render the unit outstanding compared to similar units performing similar service.
• Equivalence baseline. Per Tab 2 paragraph c.(2), to justify the NUC, the unit must have performed service acting as a team of a character comparable to the Silver Star (SS) for heroism, or the Legion of Merit (LOM) for meritorious achievement to an individual.
• Approval authority. Secretary of the Navy (SECNAV).
• Subsequent awards. 3/16-inch bronze star (silver after five bronze).

Meritorious Unit Commendation (MUC)

Per SECNAV M-1650.1SECNAV M-1650.1 Appendix 3A Tab 3.

• Authorization. SECNAV Notice 1650 of 17 July 1967.
• Effective Date. On or after 17 July 1967.
• Criteria. Awarded to any ship, Marine Regiment, Naval Construction Battalion, Navy Air Wing or Marine Air Group, or any other unit of the Navy or Marine Corps that has distinguished itself, under combat or non-combat conditions, by either valorous or meritorious achievement that renders the unit outstanding compared to other units performing similar service, but not sufficient to justify the NUC.
• Approval authority. SECNAV (with delegation to specific authorities for some categories of MUC).
• Subsequent awards. 3/16-inch bronze star (silver after five bronze).

The MUC is the most common DON unit award Marines see. Battalion-sized and group-sized Marine units receive MUCs for meritorious service during deployments, named operations, or extended exercises.

Joint Meritorious Unit Award (JMUA)

Per DoD Manual 1348.33DoD Manual 1348.33 Volume 3, MARADMIN 398/10MARADMIN 398/10 paragraph 2.A note, and MARADMIN 379/22MARADMIN 379/22 paragraph 2.a note. Recognizes joint headquarters units for meritorious service or achievement. The JMUA has a strict assignment-by-orders rule plus a 30-day participation requirement covered in detail on the Joint Service Awards page.

The key takeaways from the JMUA rules.

• Per MARADMIN 398/10MARADMIN 398/10, only personnel with official orders to the joint unit headquarters qualify. Service units in support of a JTF (even under OPCON) do not qualify.
• Per MARADMIN 692/20MARADMIN 692/20 paragraph 2.a note (originating source) and MARADMIN 379/22MARADMIN 379/22 paragraph 2.a note (restated), only members present at the time and directly participating in the service or achievement for at least 30 days (or the full period if cited period is less than 30 days) are authorized to wear the JMUA ribbon. The cited unit's commander is allowed to waive the 30-day minimum on an individual basis for reserve personnel on active duty and TDY/TAD personnel who contributed directly and were assigned on official orders to the cited joint unit.

The Hard Rule on Origination

Per SECNAV M-1650.1SECNAV M-1650.1 paragraph 1.2.b.(1), award nominations are originated by a commissioned officer senior in grade or position to the awardee. For unit decorations, the rule has a specific twist.

Per Chapter 3 paragraph 3-9 and the unit award procedure, "Under no circumstances may any member of the unit to be decorated officially originate such a nomination." The unit does not write itself up. The Immediate Superior in Command (ISIC) on the Navy side or the immediate commander on the Marine Corps side originates the nomination.

Translation. If your battalion commander wants to recognize the battalion with a MUC, the regimental commander (the ISIC) writes the package. If your regimental commander wants to recognize the regiment, the division commander writes. The flow runs from the next higher echelon down, never from within the unit being decorated.

This rule exists to prevent self-promotion at the unit level and to ensure an external perspective on the unit's performance.

The Participation Rule

You participate in a unit decoration when you were assigned to the unit during the qualifying period the award covers. The rule is simple in concept and complicated in execution.

What Counts as "Assigned"

Per the unit award convention.

• Permanent change of station (PCS) orders to the unit. You are assigned from your reporting date through your detachment date.
• Temporary additional duty (TAD) lasting more than 30 days, in many cases. The TAD has to be official and to the specific unit.
• Attached for deployment when the unit deployment orders explicitly include your section. The qualifying period for the award has to overlap with the attached period.

What Does Not Count as "Assigned"

• Brief TAD or transient time at the unit (typically under 30 days).
• Operational support without orders to the unit. The JMUA rule per MARADMIN 398/10MARADMIN 398/10 explicitly addresses this for joint awards, and the same logic generally applies to DON unit awards.
• Time spent at the unit before reporting for duty or after detachment.

Documentation That Proves Assignment

• PCS orders to the unit
• Detachment orders showing departure date
• Deployment orders attaching you to the unit
• Fitness reports covering the qualifying period
• Pay records showing assignment to the unit's MCC

The Marine carries the burden of proving assignment when the unit award posts after the Marine has detached. PCS records deteriorate over time. Keep digital copies of every PCS and deployment order.

How a Unit Award Posts to Your Record

Per MCO 1650.19JMCO 1650.19J w/ CH 1.

Step 1. Unit Award Approved by SECNAV (or President for PUC)

The unit nomination routes through the chain to the approval authority. Once approved, the Marine Corps awards office (MMPB-3, historically MMMA) records the unit, the qualifying period, and the award level.

Step 2. MARADMIN Announcement

Per MARADMIN 398/10MARADMIN 398/10 and similar awards-update MARADMINs, approved unit awards appear in periodic Marine Corps awards-update MARADMINs that list the unit, the qualifying period, and any modifications (e.g., MARADMIN 398/10MARADMIN 398/10 paragraph 2.B added MWSS-271 in lieu of MWSS-27 for a 24th MEU MUC).

Step 3. Unit Diary Entry per Marine

Each Marine assigned to the unit during the qualifying period receives a Unit Diary entry posting the unit award participation credit. The participation entry is submitted to the reporting unit (I&I S-1 with direct UD/MIPS access, or a battalion S-1 routing through their PAC) for the Unit Diary transaction. The unit S-1 of the period (or the gaining unit if the Marine PCS'd) coordinates the documentation flow.

Step 4. MCTFS Reflects the Award

The Master Brief Sheet shows the unit award participation entry. The DD-214 reflects unit awards at separation per MARADMIN 093/25MARADMIN 093/25.

Verifying Your Unit Award Participation

If you served with a unit and the unit later receives a unit award, verify your participation credit posts within 60 to 90 days of the MARADMIN announcement.

Step 1. Pull Your Master Brief Sheet (MBS)

Through Marine Online (MOL). Look for.

• The unit award entry (PUC, NUC, MUC, or JMUA) with correct unit and qualifying period
• Service star indicators if multiple participation periods overlap your service

Step 2. Cross-Reference Against Your Assignment Dates

Confirm.

• Your reporting date is on or before the qualifying period start date
• Your detachment date is on or after the qualifying period end date
• The unit name on the award matches the unit on your orders (with attention to redesignations or unit splits)

Step 3. If Missing or Wrong

Coordinate with your S-1 (or your former S-1 if the unit was at a previous duty station). The S-1 routes the participation request through MMPB-3 with your assignment documentation.

Unit Awards Streamers and Frame

Per SECNAV M-1650.1SECNAV M-1650.1 Chapter 3 and Marine Corps Flag Manual (MCO P10520.3MCO P10520.3 or current), unit awards manifest in two physical forms.

The Unit's Streamers and Frame

The unit attaches a streamer or frame to the unit colors representing each unit award. PUC, NUC, MUC, and JMUA streamers are visible at unit ceremonies, parades, and on display in the unit headquarters. The streamer represents the unit's recognition history.

The Marine's Ribbon

Each Marine assigned during the qualifying period wears the corresponding ribbon on their personal awards rack. The ribbon represents the Marine's individual participation credit.

The two forms are independent. A Marine wears the ribbon for life regardless of whether the unit still exists or still displays the streamer.

Common Questions Marines Ask

I served with 1st Battalion, 5th Marines from 2008 to 2010. The battalion later received a MUC for a 2009 deployment. Do I get the participation credit?

If your assignment dates overlap with the qualifying period in the MUC announcement, yes. Pull the MARADMIN announcement and confirm the dates. If your dates align and the credit has not posted, coordinate with your S-1 to add the participation entry.

The unit name on the MUC is "1/5" but the unit was redesignated halfway through my tour. How do I verify?

Pull the MARADMIN announcement, your PCS and detachment orders, and any unit redesignation documentation. The Marine Corps awards office tracks unit redesignations and typically lists both the original and redesignated unit names in the announcement. If the redesignation is not reflected in the MARADMIN, route the participation request through your S-1 with documentation showing the unit identity through the qualifying period.

I deployed in support of a unit that received a JMUA but my orders said my parent unit. Am I eligible?

Per MARADMIN 398/10MARADMIN 398/10 paragraph 2.A note, no. The JMUA requires official orders to the joint unit. Service units in support of a JTF, even under OPCON, do not qualify. The Joint Service Awards page covers the rule in detail.

I PCS'd before the unit award was announced. Who handles the participation entry?

The Unit Diary entry for participation typically generates through the reporting unit at the time of the announcement, with the S-1 coordinating the documentation. If the entry does not post automatically, your gaining S-1 routes the request through MMPB-3 with documentation of your previous assignment. The former unit's records (Unit Diary archives, iAPS Case ID rosters) are pulled to support the request.

Are PCS orders from the qualifying period enough to prove participation when the MBS entry is missing?

Yes. PCS and detachment orders are the primary documentation. Fitness reports covering the period and the unit's deployment orders also support the request. Provide the documentation to your S-1 for the routing through MMPB-3.

Do unit awards expire?

No. Unit awards are permanent for the unit and for every Marine who participated. Subsequent assignments to the same unit during a separate qualifying period add additional awards (denoted by service stars).

I was attached to a unit for a 90-day deployment. The unit later received a MUC for the deployment. Do I get participation credit?

If the deployment orders explicitly attached you to the unit and the qualifying period of the MUC covers your attached time, yes. The 30-day informal threshold for TAD does not apply here because formal attachment for deployment is documented.

I was on TAD to a unit for 45 days when the unit was nominated for a MUC. Do I qualify?

The 30-day TAD threshold is conventional, not codified in SECNAV M-1650.1SECNAV M-1650.1. Verify with your S-1 whether your TAD documentation supports participation. The general rule is that brief informal TAD time does not qualify, but extended formal TAD with proper orders sometimes does, depending on the unit's nomination submission.

A Note on HQMC Awards Office Designations

The Marine Corps reorganized its awards office over time. Three designations show up in policies tied to unit awards. Get the distinction right so you route requests correctly.

• HQMC Manpower Performance Branch, Military Awards Section (MMPB-3). The current umbrella office handling Marine Corps awards adjudication, policy interpretation, and unit award routing. Listed on the Manpower Marines website at https://www.manpower.marines.mil/Divisions/Manpower-Management/Performance-Branch/Military-Awards/.
• HQMC MMPB-31. A sub-element under MMPB-3 specifically handling administrative actions on awards. This includes administrative change requests, participation credit corrections, and the administrative correction templates referenced in MARADMIN 093/25MARADMIN 093/25 paragraph 10.k. MMPB-31 is NOT the same as MMMA. The two have different functions.
• CMC (MMMA), Military Awards Branch. The historical designation appearing in older policy documents (SECNAV M-1650.1SECNAV M-1650.1 paragraph 1.3, MCO 1650.19JMCO 1650.19J, and earlier MARADMINs including MARADMIN 398/10MARADMIN 398/10 references). When you see MMMA in those documents, the function continues today under MMPB-3. NAVMC 2922NAVMC 2922 (the historical Marine Corps Unit Awards Manual) is now updated quarterly and maintained on the USMC.MIL website per MARADMIN 398/10MARADMIN 398/10 paragraph 5.
