Basic Allowance for Subsistence
BAS Special Categories - Separate Rations and Field Conditions
Beyond standard BAS, specific situations trigger different subsistence pay categories. Separate rations (sep rats), field rations, and emergency situations have specific BAS rules and processing requirements.

Performance Steps (T&R)
- Identify the specific BAS category needed
- Verify documentation supporting the special category
- Process via correct UD/MIPS transaction code
- Document the basis for special category
Separate Rations (Sep Rats)
Per MCO 10110.47MCO 10110.47, separate rations is a specific BAS category for enlisted members eligible for chow hall meals but authorized to subsist separately.
When Sep Rats Applies
A member is on separate rations when.
- Member is enlisted (junior enlisted typically)
- Eligible for meal card but not assigned one
- Authorized by command to subsist separately
- Specific work shift, duty location, or family circumstances
The sep rats designation allows the member to draw BAS while ineligible for routine BAH-without-dependents (for example, junior enlisted in barracks).
Sep Rats Authorization
Command authorizes sep rats based on.
- Duty schedule incompatible with chow hall hours
- Geographic separation from chow hall
- Command-approved family or personal circumstances
- Specific duty assignments requiring flexibility
Authorization is in writing per MCO 10110.47MCO 10110.47.
BAS Rate for Sep Rats
Members on sep rats receive enlisted BAS rate same as off-card enlisted.
- Standard enlisted BAS rate
- Same as members not assigned meal cards
- Annual rate adjustment applies
Field Rations
When members operate in field conditions, BAS may have specific rules.
Field Conditions
- Training exercises in field environments
- Deployment to operations
- Specific duty types requiring field subsistence
BAS During Field Operations
- BAS continues at standard rate
- Field rations (MREs) provided by command at no cost to member
- BAS does not stop simply because rations are issued
- Specific deployment regulations may modify
Combat or Operational Conditions
In combat or specific operational conditions.
- Government-provided meals do not stop BAS in most cases
- Command-issued rations are operational support, not pay reduction
- Specific exceptions per current operational orders
Member Hospitalized or In Medical Care
When a member is hospitalized.
Inpatient Care
- BAS may continue or be adjusted based on length and type of hospitalization
- Government-provided hospital meals may affect BAS
- Specific provisions per DOD FMR Volume 7ADOD FMR Volume 7A Chapter 25
Outpatient Care
- BAS continues normally
- Member responsible for own meals during outpatient care
Medical Hold
- BAS continues at member's standard rate
- Specific provisions may apply if member residing at MTF
BAS and Confinement
When a member is confined.
Restriction
- BAS continues during restriction
- Member still responsible for own meals
- Restriction does not affect BAS
Correctional Custody
- BAS may stop during correctional custody
- Member receives institutional meals
- Specific provisions per UCMJ punishment rules
Pretrial Confinement
- BAS rules vary based on specific circumstances
- Coordinate with PAC and SJA on specific cases
BAS During Specific Pay Situations
NJP Forfeitures
- BAS not directly forfeited (forfeitures apply to base pay)
- BAS continues normally during NJP unless other circumstances apply
Reduction in Grade
- BAS continues at enlisted rate (officer or enlisted based on new grade)
- Rate does not change for grade reductions within enlisted ranks
Performance Steps for Special BAS Categories
Step 1 - Identify the Specific Category
Determine which BAS category applies.
- Standard BAS for off-card enlisted
- Officer BAS
- Sep Rats BAS
- Field condition BAS
- Hospital BAS
- Confinement BAS
Step 2 - Verify Documentation
Each category has specific documentation requirements.
- Sep rats: Command authorization letter
- Hospitalization: Medical documentation
- Confinement: Confinement orders
- Field conditions: Operational orders
Step 3 - Process Correct Transaction
Each category has specific UD/MIPS transaction codes per MCTFSCODESMAN.
- Standard BAS: Generic BAS codes
- Sep rats: Sep rats specific codes
- Stop or modify BAS: Specific codes for the situation
Step 4 - Document Basis
PAC retains documentation supporting the action.
- Authorization letters
- Medical or confinement documentation
- Effective dates
Common Errors on Special BAS
These hit during PAC processing.
- Sep rats authorization expired but BAS continues. Annual review missed. Verify authorization current. Adjust BAS as needed.
- Member moved to barracks but sep rats continues. Member should be on meal card. Stop sep rats and transition to meal card.
- Field operation BAS stopped incorrectly. BAS does not stop because of field rations. Restore retroactive.
- Hospital BAS adjustment not applied. Long inpatient care may have specific provisions. Verify and apply.
- Confinement BAS not adjusted. Correctional custody may stop BAS. Verify and process correctly.
BAS Coordination with Other Pay
BAS interacts with other entitlements.
- BAH: Independent of BAS, both may apply or neither
- Special Duty Assignment Pay (SDAP): Independent of BAS
- Hostile Fire Pay (HFP): Independent of BAS
- Family Separation Allowance (FSA): Independent of BAS
Each allowance has its own eligibility and processing.
Documentation Standards
For special BAS categories, PAC retains.
- Original authorization documents
- Medical or operational documentation supporting the category
- Member acknowledgment if applicable
- Periodic review documentation for ongoing categories
Audit Implications
Sep rats is an audit-relevant category.
- Sep rats authorization without proper documentation creates audit findings
- Sep rats continued past expiration creates findings
- Member in barracks with sep rats creates inconsistency
PAC accuracy on sep rats supports unit audit posture.
Quality Control
Before submitting special BAS transactions.
- Verify documentation present
- Verify rate matches DOD FMR
- Verify effective date matches the triggering event
- Verify authorization current (for sep rats)
Coordination Touchpoints
Special BAS processing touches.
- Member's chain of command: For sep rats authorization
- Local installation chow hall: For meal card coordination
- MTF: For hospital-related BAS questions
- Confinement facility: For confinement BAS
Related Roles
Special BAS categories affect specific situations.
- Marines in special situations submit appropriate documentation.
- Leaders counsel members and verify BAS accuracy.
- Commanders authorize sep rats and oversee unit BAS posture.
