Role and responsibility

The commander pins the award at the presentation per MCO 1650.19JMCO 1650.19J Enclosure 1 Section 1 paragraph 5. The S-1 chief processes initial issue of medals per paragraph 6. The awards clerk runs certificate and presentation folder preparation per paragraph 9. The Marine is responsible for proper wear per the display rules and MCO P1020.34H Marine Corps Uniform Regulations.

Presentation actions land as the ceremony record, the certificate issuance, the initial medal issue, and the MCTFS effective-date update. Per MCO 1650.19JMCO 1650.19J Enclosure 1 Section 1 paragraph 5 (Presentation of Decorations), presentation follows the order rules. Processing workflow

3. Apply display rules. Per MCO 1650.19JMCO 1650.19J Enclosure 1 Section 1 paragraph 7 and MCO P1020.34HMCO P1020.34H, the Marine wears the award per uniform regulations.
4. Issue certificates. Per MCO 1650.19JMCO 1650.19J Enclosure 1 Section 1 paragraph 9, issue the certificate and presentation folder.
5. Coordinate ceremony format. The S-1 officer coordinates with the unit chain for ceremony content.
6. Validate uniform display. Per MCO P1020.34HMCO P1020.34H, confirm the Marine's uniform wear matches the new award.
7. Document presentation date. Update the unit awards register.
8. Update MCTFS entry. Cut the MCTFS award transaction effective the presentation date per MCTFSPRIUM.
9. Provide certificate and folder. Hand to the Marine at the ceremony.
10. File presentation record. Stage in the OMPF Field Folder awards tab.

Common pitfalls

• Initial issue skipped at presentation. Per MCO 1650.19JMCO 1650.19J Enclosure 1 Section 1 paragraph 6, initial issue is part of the presentation.
• Certificate not provided. Per paragraph 9, the certificate accompanies the award. Provide at presentation.
• Display rules misapplied. Per paragraph 7 and MCO P1020.34HMCO P1020.34H, uniform wear follows the order. Brief Marines on display.
• MCTFS entry effective date incorrect. The pay and personnel record lags the presentation. Cut the transaction effective the presentation date.
• Posthumous presentation handled without PNOK coordination. The PNOK receives the award. Coordinate with the CACO per MCO 3040.4 Chapter 4.

Decision points

• Presentation timing. The Marine separates before scheduled ceremony. Per MCO 1650.19JMCO 1650.19J Enclosure 1 Section 1 paragraph 5, accelerate presentation or arrange after-separation presentation per the order rules.

• V, C, R device wear. Per ALNAV 055/17ALNAV 055/17 and MARADMIN 665/17MARADMIN 665/17, the Valor (V), Combat Conditions (C), and Remote Impact (R) devices apply per the qualifying action. ALNAV 055/17 sets the DoN criteria. MARADMIN 665/17 provides Marine Corps implementation guidance including iAPS support for the new devices.
• Posthumous award presentation. The Marine died in service. The CACO coordinates with the PNOK on presentation per MCO 3040.4 Chapter 4.
