Role and responsibility

The IPAC pay clerk processes allotments through UD-MIPS per DoDFMR Vol 7ADODFMR Vol 7A Chapters 40, 41, 42, and 43. The S-1 chief tracks active allotments against the unit roster and audits priority of deductions per Chapter 52. The S-1 officer signs by direction on the routing. The disbursing technician coordinates per DoDFMR Vol 5 and MCO 7300.21BMCO 7300.21B. The Marine initiates discretionary allotments per Chapter 42. The court or agency directs involuntary allotments and garnishments per Chapter 41.

Per Chapter 40, allotments support automatic pay distribution to accounts or recipients. Per Chapter 42, discretionary allotments cover voluntary recipient assignments. Per Chapter 43, nondiscretionary allotments cover required allotments. Processing workflow

1. Receive the allotment authorization or order. The IPAC pay clerk receives from the Marine (discretionary), the court (garnishment), or the agency (nondiscretionary).
2. Identify the allotment type. Per DoDFMR Vol 7ADODFMR Vol 7A:
   • Discretionary per Chapter 42.
   • Nondiscretionary per Chapter 43.
   • Garnishment or involuntary per Chapter 41.
3. Validate per the controlling chapter. Each chapter sets eligibility, recipient rules, and rate caps.
4. Apply priority of deductions. Per Chapter 52, when multiple deductions apply against limited pay, the priority order governs which deductions process first.
5. Cut the allotment transaction in UD-MIPS. Per Appendix E and MCTFSPRIUMMCTFSPRIUM, submit the transaction.
6. Coordinate with disbursing. Per DoDFMR Vol 5 and MCO 7300.21B, the disbursing technician executes the EFT to the allotment recipient.
7. Verify LES. The next LES reflects the allotment.
8. Track active allotments. The S-1 chief tracks the unit allotment posture.
9. Process changes and terminations. Per Chapter 40, the Marine modifies discretionary allotments. The court modifies garnishments per Chapter 41.
10. Document garnishments on Page 11 when adverse. Per MCO P1070.12K paragraph 4006, court-ordered garnishments for nonpayment of family support record.
