Role and responsibility
The IPAC pay clerk processes special-circumstance pay transactions per DoDFMR Vol 7ADODFMR Vol 7A Chapters 33 (Mentally Incompetent), 34 (Missing in Action), 36 (Deceased Members), and 37 (Captives). The Casualty Assistance Calls Officer (CACO) coordinates per MCO 3040.4MCO 3040.4. The disbursing officer processes the death gratuity and missing-person pay per DoDFMR Vol 5 and MCO 7300.21BMCO 7300.21B. The unit commander signs the casualty report and supports the CACO mission. The S-1 officer signs by direction on the routing. The Primary Next of Kin (PNOK) receives the death gratuity per Chapter 36.

Processing workflow
- Receive the casualty notification or court determination. The IPAC pay clerk receives from the CACO, the chain, or the legal advisor.
- Identify the controlling chapter. Per DoDFMR Vol 7ADODFMR Vol 7A:
- Chapter 33 (Mentally Incompetent).
- Chapter 34 (Missing or Missing in Action).
- Chapter 36 (Deceased Members and Death Gratuity).
- Chapter 37 (Captives).
- Validate per the controlling chapter. Each chapter sets eligibility, payee identification, and rate framework.
- Coordinate with the CACO. Per MCO 3040.4MCO 3040.4, the CACO supports the family or PNOK and coordinates pay actions.
- Process Pay entitlement for missing. Per Chapter 34 and 37 U.S.C. 552, missing-person pay continues at the rate effective at the missing date. The pay routes to the designated recipient per the missing-person status.
- Process death gratuity. Per Chapter 36 and 10 U.S.C. 1475-1480, the death gratuity pays the PNOK at the statutory amount within the time frame.
- Process payments on behalf of incompetent. Per Chapter 33, the pay routes through the court-appointed legal guardian or fiduciary.
- Process captive benefits. Per Chapter 37, captive benefits cover the captive period.
- Cut MCTFS transactions. Per MCTFSPRIUMMCTFSPRIUM, the IPAC submits transactions through UD-MIPS.
