Role and responsibility
The Commander, Marine Forces Reserve (COMMARFORRES) per MCO 1320.11HMCO 1320.11H paragraph 4.b.(3) runs sponsorship for the Selected Marine Corps Reserve (SMCR), Active Reserve (AR), and Individual Mobilization Augmentee (IMA) populations. The Commanding General, Marine Corps Recruiting Command (CG, MCRC) per paragraph 4.b.(4) runs sponsorship for recruiting duty assignments. The SC at the gaining recruiting station or reserve unit owns daily execution. The unit S-1 officer signs by direction on the recruiting or reserve sponsor assignment.
Source documents flow from the recruiting or reserve PCS orders, the family status documentation, the gaining station Welcome Aboard Center contact, the independent-duty (I-and-I, recruiter duty) profile, the SMCR drill schedule, and the IMA or AR assignment letter. Recruiting and reserve sponsorship outputs include the recruiting or reserve Welcome Aboard Letter per Enclosure (4) (CONUS), the sponsor assignment letter per Enclosure (7), the unit sponsorship roster entry, and the Page 11 documenting sponsorship completion.
Per MCO 1320.11H paragraph 4.b.(3), COMMARFORRES applies the MCSP to reservists transitioning between commands, transitioning to active duty for special work (ADSW), and transitioning to active duty for training (ADT). Per paragraph 4.b.(4), CG MCRC applies the MCSP to recruiting duty assignments including Recruiting Station, District, and Headquarters Marine Corps Recruiting Command staff. The component-specific cadence differs from active-component fleet units but the framework matches.
Trigger events
- Marine reassigns to Recruiting duty (RS, District, MCRC HQ).
- Reservist transfers between SMCR units.
- AR Marine PCS to a new I-and-I station.
- IMA assignment to a gaining unit.
- Reservist activates to ADSW or ADT.
- Drill site location change for SMCR Marine.
- Recruiter completes recruiting tour and PCS to fleet unit.
- Reserve unit standup or reorganization.
Processing workflow
- Identify the component. Per MCO 1320.11HMCO 1320.11H Appendix A acronyms (COMMARFORRES, SMCR, CG MCRC), classify the inbound Marine.
- Apply MARFORRES sponsorship rules. Per paragraph 4.b.(3), the gaining SMCR or AR unit assigns a sponsor per the MCSP framework with reserve-specific cadence.
- Apply MCRC sponsorship rules. Per paragraph 4.b.(4), the gaining recruiting station or HQ assigns a sponsor with recruiting-duty-specific orientation.
- Coordinate independent-duty sponsorship. Recruiting duty and I-and-I stations are independent-duty assignments. The sponsor coordinates with limited collocated support, prioritizing remote-coordination touchpoints.
- Coordinate family handoff. The gaining recruiting station or reserve unit coordinates family handoff per the available installation or community-based services.
- Coordinate IR&R handoff. Per paragraph 4.b.(9), the IR&R Program Manager at the gaining installation (when present) supports the inbound family. Independent-duty stations work with the closest installation IR&R office.
- Track sponsorship coverage. The component unit SC tracks coverage on the unit sponsorship roster.
- Document sponsorship completion in Page 11. Per MCO P1070.12K paragraph 4006, cut the Page 11 at the inbound brief.
- Brief commander. The S-1 officer briefs the recruiting station or reserve unit commander on sponsorship posture.
- Audit sponsorship execution. Run the component metrics cycle per Enclosure (3).
Systems of record and forms
Systems
- MCTFS. Source of recruiting and reserve PCS data.
- COMMARFORRES Personnel. Per paragraph 4.b.(3).
- MCRC Personnel. Per paragraph 4.b.(4).
- Marine Corps Recruiting Information Support System (MCRISS). Recruiting-specific (cited as relevant).
- Independent-duty station Welcome Aboard Center (when present). Local resource.
Forms
- Sponsor Assignment Letter. Per Enclosure (7).
- Sponsor Welcome Aboard Letter (CONUS). Per Enclosure (4) for CONUS recruiting and reserve assignments.
- Component-Specific Inbound Brief Record. Local format.
- NAVMC 118 (11) Administrative Remarks. Page 11 documenting sponsorship.
Common pitfalls
- Recruiting duty inbound without independent-duty briefing. Per MCO 1320.11HMCO 1320.11H paragraph 4.b.(4), the recruiting station orients the inbound to independent-duty expectations. Without the brief, the inbound underestimates the role.
- Reserve unit sponsorship cadence misaligned with drill schedule. Per paragraph 4.b.(3), reserve sponsorship runs around the drill schedule. The SC coordinates outreach in the drill window.
- IR&R handoff missed for recruiting family at a remote station. Per paragraph 4.b.(9), the nearest installation IR&R office supports the family. Coordinate the handoff.
- Recruiting tour Page 11 not cut at sponsorship completion. Per MCO P1070.12K paragraph 4006, the Page 11 documents the inbound brief. Cut the Page 11.
- Component metrics rolled into active-component report without component flag. Per Enclosure (3), separate the metrics by component for accurate accountability.
Decision points
- Recruiting duty versus fleet duty sponsorship scope. Per MCO 1320.11HMCO 1320.11H paragraph 4.b.(4), recruiting duty sponsorship emphasizes independent-duty orientation. Fleet sponsorship per paragraph 4.b.(6) emphasizes unit-specific orientation.
- SMCR versus AR sponsorship. Per paragraph 4.b.(3) and MCO 1001R.1LMCO 1001R.1L, SMCR Marines train at drill sites with monthly drill cadence. AR Marines run full-time at I-and-I stations. The sponsor approach differs.
- IMA assignment sponsorship. Per paragraph 4.b.(3), the IMA Marine coordinates with the gaining unit during ADT or ADSW activation. The sponsor coordinates remotely during inactive duty for training (IDT) periods.
