Role and responsibility
The SC matches sponsor to inbound Marine per MCO 1320.11HMCO 1320.11H paragraph 4.b.(7) (Sponsorship Coordinators). The unit commanding officer or designated signature authority signs the Sponsorship Assignment Letter per Enclosure (7) (Sample Sponsorship Assignment Letter). The assigned sponsor executes the milestone schedule per paragraph 4.b.(8) (Assigned Sponsors). The S-1 chief tracks milestone completion against the inbound roster.

Processing workflow
- Pull the inbound roster. Per MCO 1320.11HMCO 1320.11H paragraph 4.b.(7), the SC pulls the inbound roster from MCTFS.
- Match sponsor to inbound. Per paragraph 4.b.(8) and the matching guidance, match by grade, MOS, family status, and tour length. Family status matching is preferred for accompanied inbounds.
- Validate sponsor availability and tour length. The sponsor holds sufficient tour remaining to support the inbound through the inbound brief.
- Issue the Sponsorship Assignment Letter. Per Enclosure (7) (Sample Sponsorship Assignment Letter), draft and route for signature. The unit commanding officer or designated signature authority signs.
- Brief the sponsor on Privacy Act and milestones. Per paragraph 5.c, 5 USC 552a5 USC 552a, and SECNAVINST 5211.5FSECNAVINST 5211.5F paragraph 7 (Privacy Act), the sponsor handles PII per the privacy rules. The SC walks the sponsor through the milestone schedule.
- Run the initial outreach milestone. Per paragraph 4.b.(8), the sponsor reaches out to the inbound Marine soon after assignment with a personal contact.
- Run the welcome aboard letter milestone. Per Enclosures (4) for CONUS, (5) for Accompanied OCONUS, or (6) for Unaccompanied OCONUS, the sponsor issues the welcome aboard letter.
- Run the pre-arrival contact milestone. The sponsor maintains pre-arrival contact through PCS execution.
- Run the arrival and inbound brief milestone. At arrival, the sponsor coordinates initial logistics. At the inbound brief, the sponsor confirms execution.
- Track milestone completion. Per Enclosure (3) (Metrics) cross-reference, log milestone completion on the unit sponsorship roster.

Common pitfalls
- Sponsor match by grade only. Per MCO 1320.11HMCO 1320.11H paragraph 4.b.(8), the match considers grade, MOS, family status, and tour length. Grade-only matching ignores family-driven needs.
- Sponsor tour insufficient to cover milestones. The sponsor PCS departs before the inbound arrival. Validate tour length before assignment.
- Sponsor assignment letter not signed. Per Enclosure (7), the assignment is in writing. Verbal designation breaks on inspection.
- Privacy Act not briefed to the sponsor. Per paragraph 5.c, the sponsor receives inbound Marine PII. Without the brief, the sponsor risks Privacy Act breach.
- Initial outreach milestone missed. Per paragraph 4.b.(8), the initial outreach runs soon after assignment. A missed initial outreach loses inbound trust.
Decision points
- Family-status match versus grade-MOS match. Per MCO 1320.11HMCO 1320.11H paragraph 4.b.(8), family status drives where possible. When the inbound family includes children, match to a sponsor with similar family composition. Single inbound Marines match to single or family sponsors per the inbound Marine's expressed preference (NAVMC 11791).
- Sponsor reassignment timing. The original sponsor PCS departs unexpectedly. The SC reassigns per paragraph 4.b.(7). The new sponsor receives a fresh Enclosure (7) letter.
