Role and responsibility

The Commander, Marine Corps Forces Command (COMMARFORCOM), the Commander, Marine Forces Reserve (COMMARFORRES), and the regional Marine Corps Installations (MCI) Commanding Generals appoint the Regional Victim Witness Liaison Officer (RVWLO) in writing per MCO 5800.16MCO 5800.16 Chapter 4 paragraph 040902(A)(1). The installation commander appoints the Installation Victim Witness Liaison Officer (IVWLO) per paragraph 040902(B)(2). The RVWLO and IVWLO source from the supporting Legal Services Support Section (LSSS) or Staff Judge Advocate (SJA) office per paragraphs 040903(A)(1) and 040903(B)(1). The RVWLO consolidates regional VWAP data and forwards to the VWAP Director, JMJ on a quarterly basis per paragraph 040903(A)(5). Processing workflow

3. Distribute VWLO contact information. Per paragraph 040902(B)(3), the installation commander ensures VWAP representatives aboard the installation receive the VWLO's name and phone number.
4. Establish the local Council. Per paragraph 040902(B)(4), the installation commander establishes a local Victim and Witness Assistance Council chaired by the IVWLO.
5. Appoint Confinement Facility VWAC Council representative. Per paragraph 040902(B)(3)(5), when a Marine Corps confinement facility is located aboard the installation, the installation commander appoints in writing a confinement facility representative as the VWAC and Council representative.
6. Construct the installation VWAP directory. Per paragraph 040902(B)(3)(6) and paragraph 040903(B)(6), with the local Marine and Family Programs Office, the installation constructs and maintains a directory of military and civilian programs, services, and crime victim compensation funds. The directory publishes on the installation's public website.
7. Maintain the regional IVWLO roster. Per paragraph 040903(A)(3), the RVWLO maintains a list of IVWLOs under the cognizance of the commanding general and provides copies to the VWAP Director, JMJ.
8. Maintain the installation VWAC roster. Per paragraph 040903(B)(3), the IVWLO maintains a list of VWACs, service providers, and SJAs aboard the installation. Copies provide to all VWACs and service providers.
9. Confirm VWAC appointment at every command. Per paragraph 040903(B)(4), the IVWLO ensures each organization (battalion/squadron level and above) including tenant commands appoints a VWAC in writing by name, title, duty address, and telephone number.
10. Chair quarterly installation Council. Per paragraph 040903(B)(5), the IVWLO chairs and conducts a quarterly installation-level Victim and Witness Assistance Council meeting.
11. Chair semi-annual Regional VWLO meeting. Per paragraph 040903(A)(7), the RVWLO chairs and conducts a semi-annual Regional VWLO meeting.
12. Provide basic VWAP training. Per paragraph 040903(A)(4), the RVWLO ensures basic VWAP training is available to all new VWLOs and VWACs. The RVWLO maintains a roster of trained personnel per paragraph 040903(A)(4).
