DODI 1322.25 - Voluntary Education Programs

Scope

DODI 1322.25 implements DoD Directive 1322.08E for the operation of voluntary education programs across the DoD. The instruction sets tuition assistance eligibility criteria and the memorandum of understanding requirement binding every educational institution in the DoD TA program. The instruction incorporated and cancelled DODI 1322.9.

Operative content

• Participating institutions sign the DoD MOU and provide meaningful information, cost, financial aid, completion rates, and outcome data.
• TA caps review annually, the portal states the working rates as 250 dollars per semester hour and 4,500 dollars per fiscal year, with reservists qualifying on qualifying active duty orders. TA is a current-service benefit.
• The Joint Services Transcript documents military learning for credit evaluation.
• The DoD Postsecondary Education Complaint System receives student complaints against participating institutions.
• Military departments set service-specific eligibility criteria and management controls, coordinated through the Interservice Voluntary Education Board.
