Scope
DODI 1332.14 establishes DoD-wide policy, assigns responsibilities, and prescribes procedures for the involuntary administrative separation of enlisted Service members. Covers separation processing, characterization of service, separation authority, notification and board procedures, and counsel rights for enlisted respondents. The 1 August 2024 version added paragraph 5.11, which gives a Service member who made an unrestricted report of sexual assault the right to request a General Officer or Flag Officer review of the circumstances of and grounds for involuntary separation within one year of final disposition of the sexual assault case.
Audience
- Separation Authorities at the Special Court-Martial Convening Authority (SPCMCA) and General Court-Martial Convening Authority (GCMCA) levels.
- General Officers and Flag Officers in the Separation Authority's chain of command receiving paragraph 5.11 review requests.
- S-1 desks executing notification packets.
- 0102, 0111, and 0170 admin specialists.
- Service members facing involuntary administrative separation.
- SAPR personnel, SARCs, and SAPR VAs supporting respondents.
Operative content
- Section 1. General policy, applicability, and responsibilities for enlisted admin separations.
- Section 2. Reasons for separation, including entry-level performance and conduct, defective enlistments, convenience of the Government, disability, dependency or hardship, misconduct, unsatisfactory performance, and security.
- Section 3. Separation authority, characterization of service, and processing thresholds for honorable, general (under honorable conditions), and other than honorable characterizations.
- Section 4. Notification and board procedures, counsel rights, and respondent election forms.
- Section 5. Special rules, including paragraph 5.11 sexual assault unrestricted-report GO/FO review right.
- Section 5.11. A Service member who made an unrestricted report of sexual assault and is recommended for involuntary separation within one year of final disposition of the sexual assault case may submit a written request to the first General Officer or Flag Officer in the Separation Authority's chain of command to review the circumstances of and grounds for the involuntary separation before the Separation Authority approves the final separation action. Timely submission halts the separation until the GO or FO concurs with the grounds. Missed deadline routes appellate consideration to the Board for Correction of Naval Records.
