Scope
MARADMIN 209/26 clarifies the omission criteria for Annual (AN) and Annual Reserve (AR) fitness reports under MARADMIN 634/23 and MCO 1610.6B Performance Evaluation System Manual. Annual occasion dates align with HQMC promotion board convene dates. Reporting officials omit AN and AR reports when another occasion is known to occur within 180 days of the scheduled AN or AR occasion, except for the prohibitions in paragraphs 3.a. and 3.b. Applicability is the Marine Corps Total Force.
Audience
- Reporting seniors (RS) and reviewing officers (RO). Apply the omission rules and prohibitions.
- Marines projected for any zone of any HQMC board (command, school, slating). Omission of the annual is barred.
- Marine Reportable Officers (MROs) assigned to academic training under 12 months who receive an academic fitness report. Omission of the regular annual is authorized for these MROs.
- Performance Evaluation Section (MMPB-23). Adjudicates questions on the clarification.
- S-1 staff and adjutants. Apply the omission rules in the unit FITREP tracker.
Omission rules
- Authorized. Reporting officials omit AN and AR reports when another occasion will occur within 180 days of the scheduled annual occasion.
- Barred. Personnel considered in any zone of any HQMC board (command, school, slating boards). The omission contradicts the FITREP purpose as a talent management tool.
- Barred. The annual would be adverse. Adversity occurring after a permitted omission gets documented on the next natural reporting occasion under Chapter 5 of MCO 1610.6B.
- Authorized regardless of board eligibility. MROs assigned to academic training under 12 months who will receive an academic fitness report. The unit captures relevant information on the applicable report (example, Grade Change, Transfer, From TAD).
Correspondence with the President of the Board
Personnel including students are encouraged, but not required, to submit correspondence to the President of the Board for which they are being considered. Refer to the board announcement MARADMIN for instructions on submission.
Action items
- Audit upcoming AN and AR omissions in the unit against the board eligibility list.
- Reverse any omission for a Marine considered in any zone of an HQMC board.
- Withhold any omission where the annual would be adverse.
- Document late adversity on the next natural occasion under Chapter 5.
- Pull the board announcement MARADMIN for correspondence instructions.
