Scope
MARADMIN 625/24 provides advance notification of forthcoming changes to MCO 1050.3J and associated leave and liberty programs. Changes take effect immediately unless otherwise specified. The changes integrate into the upcoming revision of MCO 1050.3J.
Audience
Every Marine taking leave, liberty, or administrative absence. Leave approvers and commanders at all levels. S-1 admin processing leave chits and PTAD authorizations.
Operative content
Combining leave and liberty in the local area
Marines are authorized to take local leave in conjunction with liberty. Marines only get charged leave for duty days.
- Single or multiple leave periods combine with single or multiple liberty periods (liberty-leave-liberty, leave-liberty-leave, liberty-leave-liberty-leave). Execution stays inside local liberty geographical limits.
- Example. 21-22 December weekend liberty, 23 December local leave, 24-26 December 72-hour holiday liberty, 27 December local leave, 28-29 December weekend liberty, 30 December return to duty. Marine is charged 2 days of annual leave for the 21-30 December period.
- Geographical limitation. All leave begins, executes, and ends within the 24-hour liberty boundaries set by local Commander policy.
Military Parental Leave Program (MPLP)
- Marines eligible for MPLP benefits per MARADMIN 051/23 are authorized to take parental leave during a PCS execution. Marines do not exceed the available parental leave entitlement during PCS. Additional leave taken as delay-en-route reduces annual leave balance.
- Marine Online is integrating parental leave into the Outbound and Inbound Interview Module.
- Until the Marine Online enhancements ship, administrative commands issuing orders (IPAC, I&I) specify the available parental leave balance prior to departure, the number of days authorized, and the remaining balance after PCS in the orders endorsement.
- Disbursing and Finance Offices manually adjust records for elapsed time following PCS execution when parental leave is used enroute.
- Parental leave must be explicitly authorized in the PCS orders. Active component delay-enroute extensions beyond 45 days require Manpower Management Division approval (Enlisted Assignments or Officer Assignments). Active Reserve Marines route through RAM-2.
- Marines do not exceed 84 days of parental leave on a single PCS execution.
Permissive Temporary Additional Duty (PTAD)
- House Hunting PTAD. Intended for tasks related to setting up a household for a PCS. Tasks include searching for a new residence, viewing homes, purchasing or renting, utility transfer, dependent school enrollment, and HHG pack-out. Maximum 10 days total. Use the 10 days in increments before departing the current PDS or after arriving at the new PDS.
- SkillBridge PTAD. A new PTAD subcategory for tracking SkillBridge participants. Marine Online updates implement the subcategory by end of CY 2024. Refer to MARADMIN 280/24 for SkillBridge guidance.
- Terminal leave. Parental leave does not run consecutively with or in conjunction with terminal leave or transition PTAD. SkillBridge PTAD is authorized in conjunction with terminal leave and authorized transition PTAD, capped at the 90 or 120 day SkillBridge category limit.
- No other nonchargeable leave or administrative absence combines with terminal leave without a duty day separating them.
- PTAD purpose. Administrative support during transitions, participation in official Marine Corps programs, or professional training directly relevant to a service member's primary military duties. Training enhances the member's value to the Marine Corps, especially where funded travel is inappropriate.
- Exception to policy. Routes through commanding officers and the first O-6 commander in the administrative chain of command before HQMC (MPO). Exception requests preserve the program intent.
- Inspection. The Leave, Liberty, and Administrative Absence IG Checklist applies. PTAD approvers verify authorized criteria.
