Scope
MCO 1560.25 establishes policies and standards for the Marine Corps Lifelong Learning Program (LLPROGRAM). The program provides personal and professional learning opportunities to the Marine Corps community. The program supports recruitment, retention, and readiness of active duty Marines, and gives commanders a tool to prevent obstacles detracting from unit readiness.
Audience
Every Marine, regardless of duty station. Commanders use the program as a retention and readiness lever. Marine Corps Community Services (MCCS) Directors operate the LL program at installation level. Independent duty and deployed Marines access through technology.

Operative content
MARFOR responsibilities
- Review, consolidate, and establish Program Objective Memorandum (POM) requirements for personnel, budget, facilities, and training initiatives.
- Designate and maintain a staff cognizant on LL program matters, policies, and resources.
- MARFORCOM and MARFORPAC each designate an installation to act as the LL program sponsor for Deployed Education.
- Require installation commanders to provide adequate staff, facilities, supplies, equipment, and learning resources.
- Ensure a program for continuing professional development to maintain skills and qualifications, including annual training and relevant conferences.
- Submit reports to DC M&RA (MR) as required.
Installation commander responsibilities
- Plan, develop, and carry out an effective, organized LL Program responsive to the Marine Corps community.
- Operate the installation LL program inside the consolidated-center model.
