INTRODUCTION TO COST-OF-LIVING ALLOWANCE (COLA)

Section 1

The following reporting instructions are covered in this section:

a.  CONTINENTAL UNITED STATES COST-OF-LIVING ALLOWANCE (CONUS COLA); and

b.  COST-OF-LIVING ALLOWANCES OCONUS (COLA/BARRACKS COLA).

Section 2

Reporting instructions for applicable transactions are listed in the section.  Diary input authority (Active, Reserve, and Headquarters Marine Corps) and correction indicators (Delete/Add and Delete/Erroneous) for applicable transactions are listed in paragraph 130104 (APPENDIX D - TTC REPORT).

Section 3

This Section pertains to COLA Allowance.  Detailed reporting information is indicated in the following paragraphs.  Detailed instructions concerning conditions of entitlement to pay and/or allowances are contained in the DoDFMR, Volume 7A, MCTFS FPM, and JTR.  Refer to the DoDFMR, Volume 7A, to determine when it is necessary to report changes that affect pay and/or allowances.  Any instructions contained in this Manual are not intended to replace those contained in the references.  The instructions contained in this Manual will enable the unit to prepare the appropriate unit diary entries, such as entitlement starts and stops, once it has been determined that the pay status of the Marine has been affected.  The specific reference to determine the entitlement's policy will be included as required (e.g., DoDFMR, Volume 7A, Chapter III, and/or JTR, and the MCTFS FPM).  It is imperative that all PAAN's, TAN's, PAA's and MISSO advisories are read and maintained at the reporting unit level.
