PAA 01-17 - Unit Responsibility in Issuance of PCS Orders to Surviving Spouse/Children of Deceased Active Duty Service Members

Scope

PAA 01-17 addresses and clarifies the responsibilities of parent commands in the issuance of PCS orders for the surviving spouse and children of deceased active duty Marines. Per MARADMIN 307/16, the deceased Marine's administrative unit contacts HQMC MMIB-3 to obtain a Standard Document Number (SDN) and Line of Accounting (LOA) for the issuance of PCS orders for surviving eligible family members.

• Parent command admin sections responsible for cutting PCS orders.
• HQMC MMIB-3 (SDN/LOA issuance).
• HQMC MFPC Casualty Section (DD Form 1300 issuance).
• Commanders signing PCS orders for surviving family members.

Content scope

• Parent command responsibility under MCTIM Section 6-8 to issue PCS orders to the surviving spouse, listing names and ages of children authorized to travel.
• MCO 3040.4 Chapter 7 Section 2 paragraph 24 survivor and family member travel authorization under the JTR to the Marine's home of record or any CONUS location.
• DD Form 1300 (Report of Casualty) replaces the DD Form 214 for deceased Marines. The DD Form 1300 is prepared only by HQMC Casualty Section (MFPC) and is not a substitute for the LOA issued by HQMC MMIB-3.
• Coordination with HQMC RFF, M&RA (MIQ, MIB, MFPC).
