Scope
PAA 01-24 updates the reference governing the action to place a member on Involuntary Appellate Leave. The convening authority's action no longer assigns a member to involuntary appellate leave. Per Article 76a UCMJ (10 U.S.C. § 876a) and paragraph 170606 of MCO 5800.16 Volume 16, involuntary appellate leave begins on or after the date of the entry of judgment. Per Appendix 15 R.C.M. 1111 of MCM 2024, the entry of judgement replaces the convening authority's action as the means by which the trial proceedings terminate and the appellate process begins. The advisory supersedes the involuntary appellate leave procedures in MCO 1050.16A paragraphs 6 and 7.
