Per SECNAV M-1650.1SECNAV M-1650.1 paragraph 1A.2.b, valor decorations are the Medal of Honor, Navy Cross, Silver Star Medal, and any medal awarded with a "V" device.SECNAV M-1650.1 1A.2.b Valor packages carry a separate timeline (45 days from act, 10 working days per echelon review, 12 months final action) and priority handling at every level.

When to Recognize
Three triggers carry obligation.
- End-of-tour. The Marine PCSes. The achievement window closes.
- Sustained superior performance. The Marine has earned it through the cycle.
- Specific act. Heroism, valor, exceptional contribution to a single event.

What the System Costs the Marine When You Skip a Step
- Skipped spot. The Marine carries the achievement on the section's memory and nowhere else.
